FSL Assistant (Distribution)
for 08 months.
he FSL team manages a diverse portfolio of projects, including a community kitchen that currently serves over 2,000 meals daily, with plans to scale up to 6,000 meals. Our Cash and Markets team provides multipurpose cash assistance, helping families meet their immediate needs while reducing negative coping strategies that could otherwise divert resources from agricultural production. Our Business Support team works to enhance food production and processing by supporting income-generating activities (IGAs) and food processing units, as well as helping farmers who have had their agricultural assets destroyed. We collaborate closely with our Nutrition team to provide fresh food to pregnant and lactating women, as well as families facing severe malnutrition.
Under the supervision of the Head of Projects, the Distribution Assistant is responsible for supporting the planning, implementation, and monitoring of food distribution activities, including fresh food, dry food, and hot meals as needed. The Distribution Assistant will work flexibly across projects, sometimes reporting to one HoP or both, depending on program needs. The role requires agility and adaptability to support various distribution activities, ensuring that assistance reaches vulnerable households effectively and efficiently.
Objective 1: Distribution Planning and Preparation
- Beneficiary Identification and Registration:
- Assist in identifying potential beneficiaries strictly in line with the targeting criteria.
- Support the registration of selected beneficiaries and help prepare beneficiary databases and lists.
- Ensure that beneficiary information is accurately recorded and securely maintained.
- Community Mobilization and Communication:
- Mobilize beneficiaries and conduct meetings and information campaigns with community leaders, local authorities, and other stakeholders.
- Inform beneficiaries about distribution plans, schedules, and procedures.
- Address any queries or concerns from beneficiaries regarding the distribution process.
- Distribution Site Preparation:
- Assist the Head of Projects and Distribution Officers in mapping out the distribution site layout.
- Help raise requests for necessary distribution materials and equipment (e.g., caution tape, vests, scooping tins) in a timely manner.
- Set up distribution sites according to Action Against Hunger standards, ensuring safety and accessibility.
Objective 2: Distribution Implementation
- Crowd Management and Beneficiary Support:
- Manage crowds at distribution sites to ensure orderly and safe distribution.
- Guide beneficiaries through the distribution process, providing clear instructions.
- Direct beneficiaries to help desks or support services if they have specific needs or issues.
- Verification and Distribution:
- Assist in verifying the eligibility of beneficiaries by following the established verification process and methodology.
- Distribute commodities to eligible beneficiaries, including fresh food, dry food, and hot meals as required.
- Monitor beneficiaries to ensure they receive the correct commodities and quantities assigned to them.
- Conflict Mitigation and Communication:
- Observe and identify potential conflicts or issues among beneficiaries during distributions.
- Proactively address and mitigate conflicts through clear communication and problem-solving.
- Provide explanations for any delays or changes in distribution plans to waiting beneficiaries.
- Documentation:
- Ensure that beneficiary lists are properly filled in and that each beneficiary signs or acknowledges receipt of commodities.
- Maintain accurate records of distributions, including quantities distributed and any discrepancies.
Objective 3: Post-Distribution Activities
- Stock Reconciliation and Reporting:
- Collaborate with the logistics team to reconcile all stocks distributed.
- Collect and account for any excess stock to be returned to the warehouse, ensuring there is no loss.
- Assist in the collection of relevant documentation such as waybills and stock exit forms.
- Data Entry and Analysis:
- Support data entry tasks after distributions, ensuring data is accurate and up-to-date.
- Assist in data analysis and reporting as required by the Head of Projects or Distribution Officers.
- Documentation and Filing:
- File all distribution-related documents, such as distribution reports, beneficiary lists, waybills, and stock forms, in both FLAT folders and project folders.
- Ensure that documentation is organized and readily accessible for audits or reviews.
Objective 4: Flexibility and Adaptability
- Support Across Projects:
- Work flexibly under the supervision of different Heads of Projects as needed.
- Adapt to various distribution activities, including fresh food, dry food, and hot meal distributions.
- Be willing to support additional tasks or projects as assigned.
- Agility in Task Management:
- Quickly adjust to changes in distribution plans or schedules.
- Be proactive in identifying areas where support is needed and offer assistance accordingly.
Objective 5: Compliance and Quality Assurance
- Adherence to Standards:
- Ensure all distributions are conducted in compliance with Action Against Hunger policies and procedures.
- Follow safety protocols and guidelines to ensure the well-being of beneficiaries and staff.
- Feedback and Improvement:
- Provide suggestions to the Head of Projects or Distribution Officers about improvements in distribution processes and procedures.
- Participate in team meetings to discuss challenges and share best practices.
Objective 6: Other Duties
- Stakeholder Coordination:
- Assist in liaising with community leaders, local authorities, and other stakeholders as required.
- Support coordination with other NGOs or agencies involved in distribution activities.
- Additional Tasks:
- Perform any other tasks assigned by the Head of Projects or line manager within the scope of the position.
- Support the overall mission of Action Against Hunger in the Gaza Strip.

- Diploma or university degree in Social Sciences, Humanitarian Studies, Logistics, or a related field.
- Understanding of distribution processes and beneficiary targeting methodologies.
- Basic knowledge of warehouse management and stock reconciliation.
- Ability to collect and manage data accurately.
- Strong communication and interpersonal skills.
- Ability to work effectively in a team and collaborate with colleagues.
- Cultural sensitivity and respect for diversity.
- Strong organizational and time management skills.
- Minimum 1-2 years of experience in humanitarian aid, logistics, or community development projects.
- Experience in distribution activities, preferably with food assistance programs.
- Previous experience working with NGOs or international organizations is an advantage.
- Fluency in reading, writing, and speaking Arabic
- Understanding of English is an asset.
