FSL Officer (Community Kitchen Operations Officer)

For 8 months.

Action Against Hunger's Community Kitchen in Gaza is a vital initiative aimed at combating food insecurity among vulnerable populations. Currently, we serve over 2,000 meals daily across three camps, and we are striving to scale up our operations to deliver 6,000 meals per day. This expansion is supported by the opening of a new master kitchen with increased capacity, which this role will directly support. To date, we have provided more than 126,000 meals, ensuring that families have consistent access to nutritious food amidst challenging conditions. 

 Operating in this environment presents unique challenges. Resource limitations mean that ingredients may not always be available, requiring creativity and adaptability from our team. We seek individuals who are resourceful and can maximize the impact with minimal resources, maintaining high-quality meal preparation and distribution even under constraints. 

 The FSL Officer in charge of Kitchen Unit Management is responsible for overseeing all stages of kitchen operations, from preparing hot meals to distributing them to beneficiaries in camps in accordance with ACF’s safe and inclusive principles. The FSL Officer role is dynamic, leading kitchen operations, overseeing menu development, close monitoring of food supplies, managing FSL Assistants (Community Kitchen), ensuring compliance with health and nutrition standards, and continuously improving the quality of services provided. 

 Tasks and responsibilities: 

Daily Operations Management: 

  • Oversee the daily preparation and distribution of hot meals, ensuring compliance with nutritional and health standards. 
  • Monitor the effective use of raw materials, ensuring minimal food waste and sustainable resource management. 

 Procurement and Supply Chain: 

  • Coordinate the procurement of necessary food and hygiene supplies, ensuring timely deliveries. 
  • Receive supplies from partners and suppliers and ensure they are stored safely and appropriately. 
  • Track daily transportation of supplies and meals and sign Delivery Notes (DN) to ensure accurate documentation of all operations. 
  • Tracking expiration dates and ensuring timely use of supplies. 

 Monitoring and Reporting: 

  • Monitor daily cooking and distribution activities, documenting all actions through daily performance reports. 
  • Regularly review and update the Hot Meals Tracker to ensure precise tracking of all operational processes. 
  • Prepare weekly and monthly progress reports, including output analyses, performance metrics, and key challenges.

 Menu Development and Operational Planning: 

  • Collaborate with nutrition experts to develop weekly meal menus based on beneficiary needs and project requirements. 
  • Develop monthly work plans for daily workers to ensure effective task distribution and smooth operations in kitchens and camps. 

 Team Management and Field Coordination: 

  • Supervise FSL Assistants and ensure tasks are executed according to the approved work plan. 
  • Conduct weekly meetings with the team to review performance and discuss required improvements. 
  • Perform daily field visits to kitchens and camps to ensure effective operations and provide necessary support to the team. 
  • Provide guidance, mentoring, and conflict resolution support to FSL Assistants. 

 Feedback Collection and Service Improvement: 

  • Collect weekly feedback from beneficiaries to assess their satisfaction with the meals and recommend service improvements. 
  • Actionable recommendations and adjustments based on BNFs feedback. 
  • Monitor supplier performance and document processes to ensure all project requirements are met. 

 Documentation and Archiving: 

  • Archive all Delivery Notes and relevant documents to maintain an accurate and traceable record with a focus on digitalising all processes. 
  • Ensure that digital systems (Online Channel) for documentation are regularly updated and maintained for easy retrieval and audits. 
  • Regularly update databases and information on supplies and meals.

متطلبات الوظيفة
  • Bachelor’s degree in Business Administration, Nutrition, Food Security, or any related field. Extensive relevant experience in lieu of formal qualification can also be considered. 
  • 2-3 years of experience in managing similar operations (preferably in humanitarian aid or food security sectors). 
  • Experience in managing kitchen operations or food programs in crisis contexts and emergencies. 
  • Proven ability to lead field teams and efficiently manage resources. 
  • Excellent knowledge of food health and safety standards and core principles of food security. 
  • Proven ability to lead field teams and efficiently manage resources. 
  • Strong reporting and data analysis skills to provide effective recommendations. 
  • Excellent communication skills in both Arabic and English, with experience in project management tools like MS Project or Trello preferred. 
  • Previous experience in work planning and logistics coordination with external partners. 
  • Fluency in reading, writing, and speaking Arabic and English. 
  • Office 365, Intermediate Excel. 
  • National, Gaza (Middle Area or South).
