Action Against Hunger (AAH) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organization working in the Palestinian Territory since 2002. 

Action Against Hunger is recruiting in the Gaza Strip a

FSL Officer (Cross-Cutting)

For 08 months.

KEY ACTIVITIES:

Objective 1: Planning and Implementation of FSL Activities 

  • Program Coordination:  
  • Develop detailed activity plans and schedules for FSL interventions in the Middle Area and South Gaza. 
  • Coordinate the implementation of food assistance programs, including fresh food distribution in hospitals, food parcel distribution, and provision of cooked meals. 
  • Ensure that activities are conducted in line with Action Against Hunger's methodologies and donor requirements. 
  • Beneficiary Identification and Engagement:  
  • Lead the process of beneficiary selection, ensuring strict adherence to targeting criteria. 
  • Conduct needs assessments and community consultations to identify vulnerable populations, including new mothers, IDPs, and families affected by malnutrition. 
  • Engage with community leaders, local authorities, and other stakeholders to mobilize communities and inform them about project objectives and activities. 
  • Hot Meals and Community Kitchens:  
  • Oversee the setup and management of community kitchens or partnerships with local restaurants. 
  • Ensure that meals are nutritious, culturally appropriate, and prepared according to health and safety standards. 
  • Monitor meal production, quality control, and distribution processes. 
  • Fresh Food Distribution:  
  • Coordinate the distribution of fresh food baskets to hospitals, targeting pregnant and lactating women. 
  • Liaise with local farmers, suppliers, and logistics teams to source fresh produce. 
  • Ensure the quality and freshness of food items during transportation and distribution. 
  • Food Parcel Distribution:  
  • Manage the distribution of food parcels to targeted households, ensuring equitable access. 
  • Coordinate with logistics for the procurement and delivery of food items. 
  • Monitor distributions to prevent duplication and overlap with other actors. 

  Objective 2: Monitoring, Evaluation, and Reporting 

  • Monitoring and Supervision:  
  • Conduct regular field visits to monitor program activities and provide technical support. 
  • Supervise FSL Assistants and field staff, ensuring adherence to implementation plans. 
  • Monitor the use of inputs and resources to ensure efficiency and accountability. 
  • Data Collection and Analysis:  
  • Collect and analyze data on program outcomes, beneficiary feedback, and community needs. 
  • Use data to inform program adjustments and improvements. 
  • Ensure that data collection methods are compliant with MEAL (Monitoring, Evaluation, Accountability, and Learning) standards. 
  • Reporting:  
  • Prepare timely and accurate reports on program activities, challenges, and achievements. 
  • Document lessons learned, best practices, and success stories. 
  • Contribute to donor reports and internal reporting requirements. 

 Objective 3: Coordination and Representation 

  • Stakeholder Engagement:  
  • Coordinate with local authorities, NGOs, UN agencies, and other stakeholders to ensure alignment and avoid duplication. 
  • Represent Action Against Hunger in relevant coordination forums, such as the Food Security Cluster and working groups. 
  • Community Partnerships:  
  • Identify and scope potential community partnerships to enhance program reach and sustainability. 
  • Collaborate with local organizations, community groups, and service providers. 
  • Communication:  
  • Ensure effective communication with beneficiaries, addressing concerns and feedback. 
  • Promote awareness of program activities and objectives within the community. 

 Objective 4: Administrative and Financial Support 

  • Budget Management:  
  • Assist in the development and monitoring of program budgets. 
  • Ensure that expenditures are in line with budget allocations and donor guidelines. 
  • Procurement and Logistics:  
  • Coordinate with logistics and procurement teams for the timely acquisition of goods and services. 
  • Provide technical specifications and support supplier evaluations. 
  • Compliance:  
  • Ensure that all program activities comply with Action Against Hunger's policies, donor regulations, and local laws. 
  • Maintain accurate records and documentation for audit purposes. 

 Objective 5: Capacity Building and Team Management 

  • Staff Supervision:  
  • Supervise and support FSL Assistants and other field staff. 
  • Provide coaching, mentoring, and performance evaluations. 
  • Training and Development:  
  • Identify capacity-building needs and organize training sessions for staff and partners. 
  • Promote knowledge sharing and learning within the team. 

 Objective 6: Cross-Cutting Issues 

  • Gender and Protection Mainstreaming:  
  • Ensure that gender equality and protection principles are integrated into all program activities. 
  • Promote inclusive programming that addresses the needs of diverse demographic groups. 
  • Flexibility and Adaptability:  
  • Adapt program strategies and activities in response to changing contexts and needs. 
  • Remain flexible to work in different locations and support various program components as required.

متطلبات الوظيفة
  • University degree in Social Sciences, Development Studies, Economics, Agriculture, or a related field.
  • Strong understanding of FSL concepts and programming.
  • Knowledge of monitoring and evaluation methodologies.
  • Proficiency in project management, including planning, budgeting, and reporting.
  • Excellent communication and interpersonal skills.
  • Strong leadership and team management skills.
  • Ability to work under pressure and in challenging environments.
  • Minimum 3 years of experience in implementing food security and livelihoods programs.
  • Experience in managing food assistance interventions, including fresh food and cooked meal distributions.
  • Previous experience working with NGOs or international organizations in humanitarian contexts. 
  • Experience in community mobilization and stakeholder engagement.
  • Fluency in reading, writing, and speaking Arabic.
  • Proficiency in English is required.
  • Microsoft Office 365, Basic-Intermediate Excel.
  • National, Middle Area/South Gaza.
