Action Against Hunger is recruiting for the Gaza strip a 

FSL Officer (Innovation & Community Partnerships)

For 8 months.

The FSL Officer (Innovation and Community Partnerships) is responsible for designing, implementing, and monitoring innovative initiatives that enhance food security and livelihoods in emergency contexts. This role focuses on developing sustainable community-based projects, forging strategic partnerships, and piloting new approaches to improve market linkages, promote behavior's change, and support vulnerable populations. The Officer will work on initiatives such as community gardens, poultry breeding programs, buy-back schemes, and the integration of digital solutions like e-wallets. By fostering innovation and collaboration, the Officer contributes to the resilience and well-being of communities served by Action Against Hunger. 

  • Objective 1: Project Design and Implementation 
    • Develop and implement innovative FSL initiatives, including community gardens, poultry breeding programs, cash for work, and buy-back schemes. 
    • Coordinate with other departments to integrate cross-cutting issues into project design. 
    • Pilot new approaches in food security and livelihoods, adapting strategies to the emergency context. 
  • Objective 2: Market Linkages and Partnerships 
    • Establish and strengthen market linkages between producers and consumers, including direct purchasing from supported farmers. 
    • Develop partnerships with local businesses, cooperatives, and stakeholders to enhance supply and demand chains. 
    • Organize events such as fairs and outreach programs to promote beneficiaries' products and stories. 
  •  Objective 3: Digital Solutions and Behavior's Change 
    • Promote the adoption of digital payment solutions like e-wallets and e-cash among beneficiaries and local vendors. 
    • Collaborate with agents and conduct awareness-raising activities to encourage the transition to digital platforms. 
    • Design incentive programs and support materials (e.g., signage for vendors) to facilitate behaviour change. 
  •  Objective 4: Community Engagement and Capacity Building 
    • Engage with community leaders to identify needs and opportunities for projects like rooftop and community gardens. 
    • Facilitate training and capacity-building sessions for community members involved in projects. 
    • Implement cash-for-work programs to support project activities and provide livelihoods. 
  •  Objective 5: Innovation and New Initiatives 
    • Explore and pilot new ideas such as hydroponics and other sustainable agricultural practices suitable for the context. 
    • Conduct feasibility studies and needs assessments for potential innovative projects. 
    • Stay updated on humanitarian initiatives and best practices in emergency food security interventions. 
  •  Objective 6: Monitoring, Evaluation, and Reporting 
    • Develop monitoring and evaluation plans for all initiatives to track progress and impact. 
    • Collect and analyze data to inform project adjustments and improvements. 
    • Prepare regular reports detailing activities, achievements, challenges, and lessons learned. 
  •  Objective 7: Coordination and Communication 
    • Collaborate closely with other departments, including WASH, Nutrition, and MHPSS, to ensure integrated programming. 
    • Represent Action Against Hunger in coordination meetings with partners, clusters, and other stakeholders. 
    • Manage communication platforms such as social media pages to showcase project stories and successes. 
  •  Objective 8: Resource Management 
    • Oversee budgets for assigned projects, ensuring efficient use of resources. 
    • Identify funding opportunities and contribute to proposal development. 
    • Ensure compliance with donor requirements and organizational policies.

متطلبات الوظيفة
  • Bachelor’s degree in Agriculture/Agroeconomics, Business Administration, Development Studies, or a related field. 
  • Master’s degree or additional certifications in Innovation Management, Project Management, or Social Entrepreneurship is an advantage. 
  • Minimum of 3-4 years of experience in food security and livelihoods projects, preferably in emergency or humanitarian contexts. 
  • Proven experience in designing and implementing innovative projects and pilots. 
  • Experience in market linkage facilitation and working with community-based organizations. 
  • Strong project management skills, including planning, budgeting, and reporting. 
  • Knowledge of sustainable agricultural practices, market systems development, and value chain approaches. 
  • Proficiency in digital tools and platforms, including social media and digital payment systems. 
  • Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders. 
  • Analytical skills for conducting needs assessments and feasibility studies. 
  • Ability to think outside the box and develop innovative solutions under challenging circumstances. 
  • Openness to new ideas and willingness to pilot untested approaches. 
  • Strong ability to work collaboratively with multidisciplinary teams and external partners. 
  • Capacity to build and maintain relationships with community members and stakeholders. 
  • Resilience in the face of changing contexts and ability to adjust plans accordingly. 
  • Comfortable working in high-pressure environments with limited resources. 
  • Proactive in identifying opportunities and driving projects forward. 
  • Strong leadership skills to guide teams and influence positive outcomes. 
  • Fluency in reading, writing, and speaking Arabic 
  • Understanding of English is an asset. 
  • IT systems:  
  • Microsoft Office 365 
  • Intermediate Excel 
  • Data Visualizations (Power BI) an asset 
  • National, Gaza (Middle Area or South).
