Gaza Head of Base
Introduction
WeWorld has been present in the West Bank since 1992 and in Gaza since 1997 with a dual development and humanitarian mandate seeking new solutions to a long-standing crisis. The organisation has been active in the fields of WASH, Shelter, Protection and Economic Development and is funded mainly by the European Commission, UN agencies, the Italian Agency for Development Cooperation and other cooperation agencies. WeWorld in Palestine has 5 offices (central office in Jerusalem and field offices in Gaza City, Ramallah, Hebron and Tubas).
Working context
As a response to the current hostilities, WeWorld in Gaza is engaged in a humanitarian intervention to support access to safe Water, Sanitation, and Hygiene (WASH) services and Shelter, addressing lifesaving needs. These aim to contribute to addressing the needs of Internally Displaced Persons (IDP) in different sites and hosting communities by promoting access to water, promoting a safer environment fostering personal and hygiene and sanitation solutions, as well as protecting people’s dignity.
Purpose of the Role
WeWorld-GVC is recruiting a Gaza Head of Base who will report to the Emergency Coordinator, and works in coordination with the Emergency Response Team.
Main functions and duties
Program Implementation
- Responsible for the implementation and quality of any final output of every line of activities within WeWorld Programs in the Gaza Strip, under the supervision of the Emergency Coordinator and in coordination with the Emergency Response Team
- Contribute to the development of WeWorld programs and strategies, leading their implementation
- Ensure that program outputs and supporting documents for each activity are in line with donor compliance and regulations.
- Ensure timely communication and information flow on operational achievements internally and with external stakeholders.
- Providing technical assistance and assist in the areas of needs assessment, monitoring and evaluation in coordination with WeWorld MEAL department
- Guarantee the application of the WeWorld Standards, Procedures and methodologies under the supervision of the Emergency Coordinator
- Support on the identification and elaboration of new project proposals and budget development
Staff Management
- Direct line management of the local staff based in Gaza, including mentoring and capacity building and support to on performing their duties
- Assign or delegates tasks according to the roles and responsibilities of local staff
- Monitoring and evaluating staff performance
- Participates in the recruitment and provides support to the new staff to perform their duties
- Ensure a positive working environment and good team dynamics (solving potential conflicts)
- Supporting WeWorld HR team on the management of administrative tasks related to the local staff
Representation
- Participates in Humanitarian Response Coordination meetings at local level
- Represents the organization vis a vis the local communities, local authorities, suppliers and any other local entities
- Participate in Donor and monitoring meetings under the guidance of the Emergency Coordinator
- Ensure visibility according to WeWorld Standards and Guidelines
Finance, Administration and Logistics
- Oversees the financial, administrative, procurement, and logistical management
- Guarantees compliance with WeWorld Internal procedures and standards
- Supervise budgeting and expenditures of support costs ensuring compliance and accountability in collaboration with the Emergency Program and Finance teams.
- Preparation of accurate and timely reporting
- Validates the car/staff movements in coordination with the Emergency team
- Oversee the timely and efficient planning and implementation of procurement and supply in line with program needs
- Oversees the management of warehousing, guesthouses, office, and assets according to WeWorld procedures
Safety and Security
- Monitors the context, analyses and reports security information
- Identifies risks and risk mitigation measures
- Supports in updating the security guidelines in the area of intervention
- Ensures that security procedures are respected by the whole staff

Qualifications and Knowledge
- An advanced university degree or equivalent in the field of Social or Political Science, Development Studies, International relations, Project Management
- Project Management Cycle
- Fluency in written and spoken English
- Valid and clean driving license
Professional Experience
- Minimum of 6 years of relevant working experience in program and staff management with INGO/NGO/UN in Senior positions
- Proven experience in Project Cycle Management for emergency programs and interventions.
- Excellent understanding of Finance, Logistical and HR requirements
- Proven experience in coordinating and managing relationships with international and local partner organizations and UN agencies
- Knowledge of institutional donors rules and requirements, e.g. UNICEF, OCHA, AICS, EU
- Experience in security management and coordination
Skills and Abilities
- Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project
- Ability to work under pressure
- Strong interpersonal relationships
- Ability to think strategically and conceptually and to translate these into concrete results
- Ability to identify, initiate and maintain good relationships with partner organizations
- Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues
- Strong reporting and proposal writing skills are required.
- Experience in security management is highly desirable, especially in security assessment of premises and project implementation sites, including staff and goods movements.
