Project Summary:
Creative Associates seeks Gaza Lead for the USAID-funded West Bank and Gaza (WBG) Basic Education Activity, which will strengthen education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential. Under the Basic Education Activity, USAID seeks to work with the private sector, non-formal, non-governmental, community-based, UN, and civil society partners to strengthen early childhood and primary educational opportunities through high-quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem. Specific areas of focus anticipated include strengthening foundational skills in literacy, numeracy, social-emotional learning (SEL)/soft skills, building teacher and student resilience capabilities and assets, and strengthening pathways between non-formal to formal education.
The Gaza Lead, in close cooperation with the activity leadership, partners, and stakeholders, will ensure that BEA’s activities in Gaza are focused, responsive, in-scope results, and adjusted to meet needs and meaningfully support the education sector to transition from emergency to recovery.

Position Summary: The Gaza Lead will work closely with the Senior Early Childhood Education / Basic Education (ECE/BE) Advisor to oversee and manage the implementation of the early childhood components and remedial/catch-up and STEAM education, including but not limited to managing technical staff, overseeing the status and progress of the different activities, coordinating amongst implementing partners, ensuring adequate and timely reporting requirements are met, and representing the project in Gaza specific technical level meetings.
Reporting & Supervision: The Gaza Lead will report to Sr. EC/BA Advisor and will directly supervise the Gaza team.

Specific Responsibilities:
- Lead and coordinate a team of project staff, providing guidance, support, and supervision to ensure successful project delivery.
- Conduct comprehensive assessments of the existing educational infrastructure, resources, and needs in the post-conflict, identifying priorities for intervention and reconstruction.
- Design and implement educational programs and curricula that address the unique challenges and needs of children and youth affected by war, including psychosocial support, peace education, and life skills development.
- In collaboration with the MEL Manager, the Gaza Lead will establish monitoring and evaluation mechanisms to track progress, measure the impact of BEA interventions, and ensure accountability and transparency in the use of resources.
- Engage with local communities, parents, and stakeholders to promote the importance of education, encourage enrollment and retention, and foster a supportive environment for learning.
- Collaborate with project engineer Gaza Lead will develop and implement a strategic plan for the rehabilitation and construction of school facilities, ensuring they meet safety standards and are equipped with essential learning materials and equipment.
- Coordinate with other sectors, such as child protection, health, and infrastructure, to ensure a holistic and integrated educational recovery and development approach.
- Represent the organization in relevant meetings, conferences, and forums, advocating for the educational needs of children and youth in post-conflict settings.
- Prepare regular reports, updates, and proposals to inform stakeholders and ongoing educational initiatives.
- Oversee the recruitment, training, and professional development of teachers and educational personnel, ensuring they are equipped with the necessary skills and resources to provide quality education in the post-conflict context.
Qualifications:
- Advanced degree (MA or Advanced Diploma) from an accredited university in Education, Early Childhood Education, or related field
- Minimum Six (6) years of working experience in the field of early childhood education, remedial education, non-formal education, foundational learning, and extra-curricular programming in the areas of extracurricular, or girls’ education programs.
- Minimum 4 years of direct supervisory experience.
- Experience working in developing and/or humanitarian contexts within the Education sector and an understanding of the local context.
- Significant prior experience with ECE programming
- Experience in using assessment and measurement tools and developing materials for ECE and BE.
- Experience in developing monitoring and evaluation systems for education programs, highly desired.
- Strong leadership skills and the ability to develop relations with technical staff, local counterparts, donors, and other stakeholders.
- Proven expertise in project management, strategic planning, and program implementation in complex and challenging environments.
- Minimum four (4) years of work experience in Gaza.
- Strong communication skills, both verbal and written.
- Fluency in Arabic and working proficiency in English.
