The Opportunity –Procurement Coordinator

Post location:  Gaza FO – Dair Al Balah 
Subject to change depending on SC priorities

Contract Duration and Level of Effort: 6 months

ROLE PURPOSE: 

This role will be responsible for the supervision of the set up or scale up of emergency response procurement functions in large scale or complex programmes and responses. This person will be responsible for support to staffing structures, and supervision of procurement staff, and will support the Supply Chain Manager and other members of the senior management team on the best use of Save the Children’s resources, supporting strategic planning, including development of the supply chain response plan, proposal development, and budgeting processes. 

The role can include remote supervision, supervision of multiple field bases in large scale emergency responses. The post-holder will be responsible for supporting lessons learned exercises, identification of best practise and lessons learned from each assignment to the Global Humanitarian supply chain led to help improve future practice, adherence and enforcement of Procurement policies and procedures, capacity building and adherence to compliance (save the Children and Donor). 

The post holder will also be supporting the SMT in minimizing fraud risk, compliance with CSG and human trafficking policies and quality data management.

The main responsibilities of this post may vary according to the terms of reference for each assignment.  

The role will ensure procurement visibility internally in the various aspects of the response such as planning, proposal-writing and budgeting.

SCOPE OF ROLE: 

Reports to: Supply chain Manager

Staff reporting to this post: Supply chain Officers.

KEY AREAS OF ACCOUNTABILITY:

Essential

  • Deliver procurement on a humanitarian response including operational delivery and compliance to processes and policies.
  • To support the implementation of a response procurement strategy indicating how procurement can be an enabler for the response. 
  • To oversee operational procurement on a response ensuring that a team is in place to meet the operational needs of programme teams. 
  • To process purchase requisition, manage compliance to sourcing procedures and ensure junior staff are trained to follow sourcing procedures both online via ProSave and offline in case of internet breakdown. 
  • To manage supplier queries and concerns and resolve outstanding issues with product/service quality, delivery or payment. 
  • To (potentially) run tenders or sourcing procedures with the goal of identifying and contracting with suppliers of goods and services. 
  • To ensure procurement trackers and other procurement tools and templates are embedded in the ways of working of the response.

EXPERIENCE AND SKILLS

Essential:

  • Taken and passed the Save the Children procurement essentials training
  • 5 years good prior NGOs experience in Procurement systems, processes and supervision, within large scale country programmes and in emergency response/humanitarian environments 
  • Experience in Procurement operations 
  • Experience of implementing Procurement and sourcing strategies, and plans, and setting up Procurement operations to support multi sectoral programmes, and ensuring appropriate sourcing for the supply chain 
  • Proven track-record in Procurement functions and supervising other junior supply chain staff, and providing training and capacity building 
  • Ability to synthesis and Analyse complex information, and make clear, informed decisions/recommendations 
  • Experience of supporting others at Junior levels with Procurement aspects of a programme, including demand and storage planning, support the development of Procurement staffing structures.
  • Ability to build relationships quickly with a wide range of people, both internally and externally 
  • Knowledge of planning, management and coordination skills, with the ability to organise a workload comprised of diverse tasks and responsibilities 
  • Good communication (written and spoken), and interpersonal skills in English with experience in supervising multicultural teams 

Desirable  

  • Formal management training
