Expanded and Sustained Access to Financial Services Program (ESAF) AED seeks candidates for the position “Gaza Program Manager” based in Ramallah, West Bank.
The expatriate Gaza Program Manager will coordinate and oversee ESAF international and local partner activities in Gaza. The Manager will spend 50-60% of his/her time in Gaza and supervise one grant monitoring specialist in Gaza. The manager’s activities will focus on ensuring linkages between ESAF’s livelihood partners and its developmentally focused finance partners. The manager will also monitor partner activities and support the activities of partners who don’t have field offices in Gaza.
In addition, the Manager will oversee grant transfers to individual beneficiaries that are managed by AED. Besides the Gaza responsibilities, the manager will contribute to ESAF’s financial services activities in the West Bank, in particular to activities related to agricultural finance.
Duration: 24 months
Duties and responsibilities:
Gaza Program activities :
- Coordinate partner activities to best leverage relief and livelihood activities for long-term
developmental objectives;
- Monitor partner activities, helping to ensure targets are met and challenges overcome;
-Supervise Gaza-based Grant Monitoring Officer;
- Support activities of partners who do not have a Gazan Presence;
- Manage reporting on Gaza Activities; represent AED/ESAF at Gaza focused events with USAID and other stakeholders;
- Develop and implement strategy for increasing agricultural finance in Gaza through ESAF’s existing and new partners;
- Manage AED Gaza budget
- Contribute to the design of a grant program that would help beneficiaries to access financial services at a later date; manage grant funds transferred to beneficiaries through local commercial banks.
West Bank Activities:
- Develop and implement strategy for increasing agricultural finance in the West Bank through ESAF’s existing and new partners;
- Contribute to other ESAF activities as requested;
Education: Masters Degree is required in one of the following or related fields: Economics, Finance, Agriculture, or International Development
Experience and Specific Requirements:
- 8 year(s) of relevant experience required
- At least two to three years experience working in the West Bank or Gaza.
- Experience managing/supporting livelihood and/or agriculture projects, especially those that link humanitarian to development activities.
- Agricultural finance experience.
- Experience working for international organizations and especially on USAID funded programs.
- Grant management experience.
- Donor/organization coordination experience.
- Budget management experience.
Skills:
-Experienced problem-solver, proven ability to develop effective systems.
- Solid interpersonal and negotiating skills
-Ability to set priorities and meet deadlines.
- Proficient in MS Word, MS Excel, and QuickBooks.
- Fluency in English required; familiarity with Arabic a plus.
- Able to work effectively in a highly collaborative team approach
