BACKGROUND
The Trade Facilitation and Customs Support programme (Tasdeer) is a three-year programme funded by UK Aid from the British Government and implemented by a consortium led by Cowater International.
The objective of the Tasdeer programme is to improve the Palestinian private sector’s competitiveness and the PA’s capacity in the fields of trade, customs and import policy regulation and administration. The Tasdeer programme aims to increase sustainable private sector-led economic growth and job creation in the Occupied Palestinian Territories and the PA’s fiscal sustainability while ensuring equitable access to increased trade and improved institutional capacity. Gender Equality and Social Inclusion is a main tool and objective for Tasdeer to ensure the benefits of the programme are equally accessed by the diverse groups of men and women in the supply chain.
Tasdeer will increase employment of women and people with disabilities (PwDs) in garment and textile factories in the Gaza Strip by placing women in factories, providing on-the-job training, and making factories accessible to women and PwDs.
Women and girls in Palestine face multiple layers of discrimination, abuse and violence. According to a 2011 Violence Survey of the Palestinian Central Bureau of Statistics (PCBS), an average of 37% of women are victims of GBV in Palestine; in the Gaza Strip, this percentage increases to 51%. The violence was due to multiple levels of discrimination including social norms, power relations and occupation.
In 2019 Violence Survey conducted by PCBS, it was found that 59.3% of currently married or ever married women (age 15 - 64 years) in Palestine were victims (at least once) of violence by their intimate partners. Violence includes a range of sexually, psychologically, and physically coercive acts. Women also experience violence, abuse and harassment in their workstations as both employees and labourers.
Safeguarding is vital to protect women and children from all types of violence, abuse and harassment. Weak safeguarding systems are linked to low gender equality and decreased participation of women in all sectors. .
SUMMARY OF THE POSITION
Tasdeer is looking for a short-term consultant in Gaza to support safeguarding activities within trainees and factory staff. The consultant is also expected to visit factories and conduct
KEY RESPONSIBILITIES
The consultant is expected to do the following (not limited to):
- Conduct awareness raising workshops on safeguarding for Women and PwDs including:
- Workshops in two locations, North Gaza and Gaza.
- One inclusive workshop for people with disabilities.
- Duration of each workshop: three hours.
- Number of workshops: 3
- Training presentations will be provided by Tasdeer.
- Conduct Awareness Raising Workshops on Safeguarding for factories management including:
- One workshop for all factories at GTA premises.
- May conduct a separate workshop for the south, should the need arise.
- Duration of each workshop: three hours.
- Number of workshops: 1
- Training presentations will be provided by Tasdeer.
- Conduct visits to factories to monitor safeguarding minimum standards according to checklist provided by Tasdeer:
- To be conducted alongside the field visits by Tasdeer and GTA.
- Every factory will be visited once during project implementation process. Number of factories: 32.
- Advise on reporting and response/ referral mechanisms for safeguarding incidents in the Gaza Strip.
- Adapt training curriculum (presentations) provided by Tasdeer to Gaza Strip context.

JOB REQUIREMENTS
- At least 10 years' experience in safeguarding and the protection of women and girls from violence and abuse.
- Experience in private sector safeguarding is an asset.
- Strong professional knowledge in developmental projects.
- Experience in developing and conducting safeguarding and protection training
- Excellent communication skills (written and oral Arabic and English) are an essential requirement.
- Experience and understanding of Gender Equality and Social Inclusion.
- Experience in supporting the strengthening of capacities in safeguarding and developing training packages and activities for different target groups including women, girls and people with disabilities.
- Excellent grasp of best practices in terms of safeguarding response and referral of incidents in Gaza Strip.
GEOGRAPHIC COVERAGE AND DUTY STATION
Gaza.
The consultant is expected to cover safeguarding tasks in the Gaza strip in close cooperation with GTA and in regular contact with Tasdeer. All workshops will be conducted during August, the field visits during November.
