Job Title: Gender-Based Violence (GBV) and Protection Against Sexual Exploitation and Abuse (PSEA) Advisor

Job Description:
The GBV and PSEA Advisor is a critical position within the emergency response context, responsible for providing technical expertise and leadership in all aspects related to GBV and PSEA interventions. This role is instrumental in ensuring the effective implementation of project activities aimed at preventing and responding to GBV and PSEA within the Gaza Strip, particularly in the context of the ongoing conflict and its impact on vulnerable populations.
Responsibilities:
- Technical Expertise and Guidance:
- Provide expert technical guidance and leadership on GBV and PSEA prevention and response strategies.
- Stay aware of best practices, global standards, and emerging aspects in GBV and PSEA interventions.
- Develop and adapt GBV and PSEA policies, protocols, and procedures in line with international standards and local context.
- Capacity Building and Training:
- Conduct capacity assessments and develop tailored capacity-building plans for staff, partners, and community members on GBV and PSEA.
- Deliver training sessions and workshops on GBV and PSEA prevention, identification, and response.
- Provide ongoing mentoring and support to ensure effective implementation of GBV and PSEA activities.
- GBV Prevention and Response:
- Lead the design and implementation of comprehensive GBV prevention programs within the project.
- Develop and oversee the implementation of community based GBV prevention initiatives.
- Ensure survivor-centered approaches in GBV response, including case management and referrals.
- Collaborate with local stakeholders and service providers to strengthen GBV response services.
- PSEA Prevention and Response:
- Develop and implement PSEA policies and procedures tailored to the project's needs.
- Conduct risk assessments and develop mitigation strategies to prevent PSEA within project activities.
- Ensure mechanisms are in place for reporting, investigating, and responding to PSEA incidents promptly and effectively.
- Provide support to survivors of PSEA, including access to confidential and survivor-centered services.
- Monitoring, Evaluation, and Learning (MEL):
- Develop MEL frameworks and tools to monitor the effectiveness and impact of GBV and PSEA interventions.
- Collect and analyze data on GBV and PSEA incidents, trends, and outcomes to inform programmatic decision-making.
- Contribute to the development of reports and documentation for donors and stakeholders, highlighting achievements and lessons learned.
- Coordination and Collaboration:
- Liaise with relevant NGOs, and UN agencies working on GBV and PSEA.
- Participate in coordination meetings and working groups to share best practices and coordinate response efforts.
- Represent the organization in external forums and networks related to GBV and PSEA.

Qualifications and Skills:
- Bachelor’s degree in social studies, International Development, or related field. Master is Preferred
- Minimum of 3 years of progressive experience in GBV and PSEA programming, including in emergency settings.
- In-depth knowledge of international standards and guidelines on GBV and PSEA, such as the IASC Guidelines and GBV Minimum Standards.
- Experience in developing and implementing GBV prevention and response programs, including survivor-centered approaches.
- Strong facilitation and training skills, with experience conducting capacity-building activities.
- Proven ability to work effectively with diverse stakeholders, including NGOs, and community-based organizations.
- Excellent analytical and problem-solving skills, with the ability to translate data into actionable insights.
- Familiarity with the context of the Gaza Strip and understanding of the challenges faced by vulnerable populations in conflict-affected settings.
- Fluency in Arabic and English is required.
- Given the sensitive nature of the work and the emergency context, the GBV and PSEA Advisor must demonstrate a high level of cultural sensitivity, empathy, and commitment to upholding the rights and dignity of survivors. Flexibility and readiness to adapt to evolving situations are essential for success in this role.
