Juzoor is a leading Palestinian NGO dedicated to improving the health and well-being of Palestinian families and promoting health rights in the West Bank, East Jerusalem, and Gaza. - Background
Juzoor is implementing the Raedat (Pioneers) Project under the broader initiative to empower women and promote gender equality, funded by the United States Agency for International Development (USAID) and implemented by Global Communities. We are seeking a specialized consultant with strong expertise in gender-based violence (GBV) and gender equality. The consultant should possess comprehensive knowledge of the national referral system and its pathways, be familiar with stakeholders involved in GBV response, and understand social transformative approaches, male allies, and male engagement strategies. The consultant should also have strong analytical skills within the Palestinian context and maintain a positive reputation and relationship with community organizations.

- Responsibilities
- Desk Review: Conduct a comprehensive review of the national referral system.
- Referral Pathways Mapping: Map referral pathways according to the local context.
- Service Directory Development: Develop a services mapping directory and disseminate it to women in local communities.
- Coordination Meetings: Organize coordination meetings with the Women Protection Network and main stakeholders in the GBV response to finalize the referral and services mapping directory.
- Workshops and Discussions: Conduct workshops and discussion sessions to identify response actions for GBV.
- Data Compilation: Compile all necessary data to develop the final draft for service mapping of the national referral system and GBV respondents, to be submitted on the agreed date and time.
- Qualifications
- MA degree in Law, Human Rights, Social Sciences, Women’s Studies, or any relevant field.
- Minimum 5 years of experience as a GBV specialist.
- Comprehensive knowledge of the national referral system.
- In-depth understanding of gender approaches, male allies, and engagement strategies.
- Ability to deliver creative analysis of the referral national system within the local context.
- Excellent communication and analytical skills.
- Ability to provide a detailed work plan, financial proposal, and technical report.
- Level of Responsibility
- Conduct field visits and focus group discussions with community-based organizations (CBOs).
- Engage in discussions with GBV stakeholders.
- Directly report to Juzoor’s project manager and program officer.
- Meet deadlines and submit the final revised draft of the directory of the national referral system pathways.
- Experience Required
- Good knowledge of the health and social sectors and experience working with women at the grassroots level.
- Familiarity with social transformative approaches.
- Ability to work effectively within a team, with women’s groups, local communities, and NGOs.
- Experience in drafting precise reports and other documents.
- Experience in community development.
- Ability to travel to different localities in the West Bank, particularly in the project-identified areas: Tubas, Jericho, Hebron, and Bethlehem.

- Donor Compliance:
- The Supplier/ Service provider is aware that this contract/ purchase order falls under the Pioneers Raedat Activity Global Communities project funded by the United States Agency for Development (USAID), Therefore, the supplier/ service provider commits in writing to adhere to the donor’s terms and requirements.
- The Supplier/ Service provider commits and signs to the donor’s mandatory documents and adhering to all the requirements
- This procurement/solicitation falls under the Pioneers Raedat Activity Global Communities project funded by the United States Agency for Development (USAID), where the supplier (s) must adhere to all Donor requirements and sign and comply with its needed documentation.
