Consultant

1. Background:

As part of the partnership between Global Communities and Juzoor for Health and Social Development in The Active Citizenry Activity (ACA) project funded by USAID, we are committed to empowering Community-Based Organizations (CBOs) by enhancing their capacities to effectively contribute to public decision-making and community development. Through the “Promoting Active Citizenry through Civic Engagement in Public Decision Making and Social Accountability (Muwatana)”, we aim to foster social inclusion, good governance, and sustainable community-driven initiatives.

To achieve these objectives, Juzoor is seeking the service of a Consultant/ Consulting company to conduct a comprehensive needs assessment and to develop up to three tailored manuals, as per the areas identified in the assessment exercise. These manuals will guide CBOs in their operational, governance, and advocacy activities, ensuring they can effectively participate in and influence the public decision-making process.

2. Rationale:

The consultant's role is critical in ensuring that CBOs are equipped with the necessary tools and knowledge to lead initiatives, advocate for social change, and implement best practices in governance and operations. The needs assessment will identify gaps and opportunities, while the manuals will provide standardized guidelines to enhance efficiency, transparency, and accountability. This initiative will ultimately contribute to the broader goal of fostering resilient and inclusive communities.

3. Scope of Work:

The consultant/ consulting company will undertake the following tasks:

• Needs Assessment:
  • Assist/Conduct a comprehensive needs assessment for 20 CBOs to identify gaps in governance, operational efficiency, and community engagement.
  • Evaluate the specific requirements for enhancing CBOs' roles in promoting social inclusion and advocating for vulnerable groups.
• Manual Development:
  • Develop a guiding manual for conducting civil-led participatory and inclusive community needs assessments and development plans.
  • Establish a “Good Governance” Manual tailored to the needs of the targeted CBOs, focusing on internal governance, transparency, and accountability practices.
  • Develop up to three advocacy plans and operational procedures manuals to assist CBOs in effectively implementing their initiatives and campaigns.

• Training and Capacity Building
  • Provide advanced, intensive training sessions for the 20-targeted CBOs on performing inclusive community needs assessments and mobilizing resources for community development projects.
  • Organize workshops and training sessions for Juzoor staff on developing and implementing internal and external communication plans, emergency preparedness procedures, and risk reduction plans.

• Support and Follow-up
  • Offer on-job support to CBOs in applying new or upgraded systems, manuals, and policies.
  • Provide technical and financial support to CBOs for the implementation of their tailored organizational capacity enhancement plans.

4. Experience Required:

The consultant/ consulting company should possess the following qualifications and experience:

• Proven experience in conducting needs assessments and developing training manuals for non-profit organizations, particularly in the areas of governance and community development.

• Strong background in capacity building and providing on-job support to grassroots organizations.
• Demonstrated expertise in social inclusion, advocacy, and community mobilization.
• Excellent communication and training skills, with the ability to engage diverse stakeholders.
  • Familiarity with the socio-economic and cultural context of the target communities.

5. Duration of Contract:

The contract is scheduled for July-December, 2024, it may be subject to extension.

6. Working code and Methodology:

The consultant/ consulting company, and any of its team/ representatives commits to the following during their engagement with Juzoor as follows:

• Commitment to Juzoor’s code of conduct and rules and regulations at all times.
• Promote the development of relationships with partner organizations based on a concept of partnerships founded on shared values, mutual respect, reciprocity of learning and transparency.
• Maintain close and continuous relations with the target population and its grassroots organizations, and provision to listen to their expectations.
• The consultant/ consulting company acknowledges that they have read and agree and abide by Juzoor’s policies and manuals, including but not limited to the following:
• Juzoor Child Protection Policy.
• Anti-Fraud, Bribery, Corruption policy general protection policy.
• Juzoor Gender Equality Policy.
• Juzoor Sexual Harassment Policy.
• Safeguarding Policy.
• WHISTLEBLOWING POLICY.
• IT& Data Policy
• Code of conduct Policy.
  • The consultant Consulting company acknowledges that all information is confidential to Juzoor such as documents, manuals, designs, applications of all sorts, agree that these documents are the sole custody of Juzoor and should not be used outside Juzoor organization unless it is cleared by Juzoor management and the board of directors, as stipulated in Juzoor’s IT& Data Policy.
  • The consultant/ Consulting company understands and agrees to fulfill tasks related to her/his TOR, and for the benefit of Juzoor’s activities, as requested by her/his immediate supervisor.

7. Application submission:

• The Deadline for the application is Monday July 29, 2024.
• All Technical and financial offers must be submitted to Juzoor’s office.
• The Consultant/ Consulting Company must provide a source of deduction

8. Special Conditions: 

The Supplier\Service Provider is required to:

• Acknowledge this contract\PO is funded by the USAID through the ACA program, and all Fund mandatory provisions and flow down clauses apply.
• Sign the attachments including the USAID’s Mandatory provisions. (Attachments: A1 to A5)

This procurement/solicitation falls under the ACA citizenship project, funded by the United States Agency for Development (USAID), where the supplier (s) must adhere to all Donor requirements and sign and comply with its needed documentation.
