PRIMARY FUNCTION/PURPOSE:
IFES is currently implementing the project: Democratic Leadership Activity– Mobilizing in the West Bank and Gaza. This project assists in increasing the capacity of diverse civil society organizations, community leaders, women’s groups, elected councilors, and activists to advocate for electoral and political reforms and processes. This consultancy will support the implementation of program activities related to women’s empowerment, as described in the project workplan. The Gender Advisor will also support program research and assist in designing training manuals in coordination with the IFES Country Director and IFES Gender Team.
MAJOR DUTIES AND RESPONSIBILITIES:
The Gender Advisor’s responsibilities include, but are not limited to:
- Designing and coordinating activities related to promoting women’s democratic leadership and increasing gender sensitivity amongst institutional partners and male
- Contributing to donor and program reporting, including support to the developing of data collection and monitoring and evaluations, as needed.
- Assisting the Country Director in developing and maintaining relationships with local partners and other stakeholders and working with local partners to strengthen training capacity.
- Represent IFES West Bank and Gaza at meetings, including with civil society
- Develop resources and briefs related to the electoral and gender context in the West Bank and Gaza.
Level of Effort: The initial period of performance will be between April 20 – September 30th, 2024 with possibility for extension depending on quality of service delivery.

POSITION REQUIREMENTS:
- Knowledge of electoral and political context in West Bank and Gaza
- Proven experience with CSOs
- Based in the West Bank and able to travel within the West Bank
- Excellent communication and organizational skills, including strong report writing and verbal communication skills;
- Must work independently and be able to take initiative;
EDUCATION:
University degree in relevant field, minimum 5 years’ experience working on gender related issues, minimum 3 years’ experience with international organizations or local initiatives/non-profit organizations funded by international donors.
LANGUAGE SKILLS:
Must be fluent in English and Arabic; basic or good knowledge of Hebrew is an asset.
