Gender and Protection Advisor
CARE is working in WBG to support vulnerable women, men, girls and boys affected by the ongoing civil war. We work through partners and direct delivery of humanitarian assistance across different parts of WBG. Raising WBG women’s voices and enabling their meaningful participation in decision-making within their households, communities, civil society, and the private sector is central to all CARE’s programming. Most of our work is in Palestine (WBG), working closely with Palestine (WBG) civil society organizations. CARE’s core sectors in WBG are Protection & Livelihoods (FSL), Medical and Gender.
Recognizing the differential impact, the crisis has on women, men, girls and boys, CARE prioritizes gender sensitivity in its emergency and recovery efforts and, where possible, the use of transformative approaches.
The Protection and Gender Advisor in WBG’ will be the Country Office’s primary focal point for the following:
· Ensuring Gender and Protection are mainstreamed into all CARE’s efforts.
· Ensuring that gender equality objectives are mainstreamed into all of CARE’s efforts, including those of our partners, and that relevant capacities are built to enable gender-sensitive and, where possible, gender-transformative practices.
· Developing a clear strategy for CARE WBG’s protection and gender equality approach, with special attention to gender mainstreaming to ensure safe, inclusive, effective and quality programming.
· Working directly with hub and partner teams, in synergy with the respective hub Gender and Protection Managers, to build capacities and provide technical advice/supervision to implementing staff.
· Monitoring the impact of the implementation of the protection and gender strategy, gender and protection action plans, and the impact of capacity-building activities.
· Working closely with program staff to embed gender-sensitive and, where possible, gender-transformative approaches across the project cycle.
This position will ensure alignment of the Country and Program strategies and its actions to CARE’s gender and GBV frameworks and policy commitments, including CARE International Gender Policy, CARE MENA Social and Gender Justice Framework 2015 – 2030, CARE Gender Equality Frameworks, CARE Gender Equality and Women’s Voice Guidance Note and all other relevant frameworks and guidance.

- Bachelor’s degree in Gender Studies, Social Work, International Relations, Conflict Transformation, Development Studies, or related discipline. Will be acceptable with a demonstrated experience in gender and protection programming in INGOs.
- Five years’ experience working on protection and gender equality and mainstreaming in humanitarian contexts, including experience of field-level management of complex humanitarian response and resilience programs.
- Two years’ experience working in WBG or a similar context.
- Proven experience of successful capacity-building of humanitarian field staff and partners, with experience in training
- Excellent communication and writing skills in English
- Strong networking capability
- Ability to organize and facilitate training sessions
- Ability to develop capacity building frameworks and work plans
- Ability to work in multi-cultural teams
- Culturally aware and respectful
- Commitment to CARE core value and principles
Desired
- Eight years’ experience in a not-for-profit organization with experience in complex environments
- Extensive experience in protection and gender within the CARE family
- Extensive experience working in partner-operated programs
- Extensive experience of developing strategies
- Arabic Language skills
