The Project: Tasdeer (FCDO Trade Facilitation and Customs Support)
The FCDO Trade Facilitation and Customs Support programme (Tasdeer) is a £15m programme financed by FCDO and operational from 2020 – 2023. The objective of the TFCS is to improve the trade performance and customs capabilities in the OPTs. It will ultimately contribute to increased inclusive private sector-led economic growth and fiscal sustainability in the OPTs. The programme is designed to be flexible and adaptable, and it will work politically and technically to make progress across the four key interrelated workstreams. 
  • Workstream 1: Support to expedite the movement of goods and reduce transaction costs 
  • Workstream 2: Support to improve Palestinian trade-related institutions and business enabling environment 
  • Workstream 3: Support to improve the private sector’s skills and innovation to export and create jobs 
  • Workstream 4: Support to improve PA’s customs readiness to assume functions from Israel and revenues from trade-related taxes 
The programme is implemented by a Cowater-led consortium on behalf of FCDO. A Steering Committee (including representatives from FCDO, the Ministry of National Economy and other donors) will approve interventions identified and designed by the supplier. Supplier interventions will be reviewed, and quality assured by a Strategic Advisory Panel comprised of experts from the core consortium members across the four workstreams. The Steering Committee will also monitor results and provide policy oversight throughout the programme lifetime. 
 
The Opportunity:
 
The Gender and Social Inclusion (GESI) Lead will drive the Gender and Social Inclusion work and will ensure that our approach is truly gender transformative and identifies interventions to support marginalised groups, particularly women, persons with disabilities, youth, and those living in Area C and the Gaza Strip. 
 
We use a “dual-pronged” approach. The ideal candidate will be able to both:
  • Mainstream GESI across our interventions, working with public and private sector actors.  
  • Manage or input to dedicated GESI interventions (particularly with SMEs and in Gaza).
The ideal candidate will be able to work flexibly across our technical areas, recommend GESI interventions and support our team in tailoring their projects towards GESI-outcomes. The GESI Lead will be responsible for implementing our GESI Strategy. 


Specific roles and responsibilities:
  • Consult on the design of interventions early on. Identify opportunities to address GESI barriers, suggesting and implementing activities to ensure results happen. The GESI lead will advise on barriers to the involvement of women, persons with disabilities, youth, and those living in Area C and Gaza Strip, participating in and benefiting from proposed interventions, and propose measures to address them.
  • Advise on M&E design to support the monitoring of gender equality and social inclusion within the programme
  • Scope and design interventions by which the programme will support the inclusion and meaningful participation of women, persons with disabilities, and youth within trade, business, and trade-related initiatives.
  • Support staff to ensure that GESI considerations are integrated throughout interventions across workstreams and that a gender transformative approach is taken wherever possible 
  • Lead on the implementation of GESI-related aspects of interventions as agreed upon within intervention plans
  • Advise on and support the monitoring of the impact on and inclusion of women, persons with disabilities, and youth in the programme’s interventions.
  • Lead GESI training sessions for the project, beneficiaries, and grantees. 
  • Where required, develop case studies showcasing GESI results.

متطلبات الوظيفة
Desired skills and expertise:
  • Minimum of five years relevant experience. 
  • Experience working on donor programmes (FCDO/DFID is preferred). 
  • Experience implementing GESI-related work with public and/or private bodies (including SMEs) is required.
  • A minimum of a bachelor’s degree is required. 
  • Strong analytical, verbal and writing skills in English and Arabic. 
  • Ability to produce accurate and concise draft reports at pace. 
  • Strong team player with ability to adapt to different work styles within the team. 
  • Pro-activeness, dedication, and a conscientious professional approach.

Reporting Lines and Managerial Responsibilities:
  • This role reports to the KML Director.
  • This role will be advised by the Strategic Advisory Panel – GESI. 
Duration:
  • This role will be full-time for the duration of the project (end-date September 2023).
Location 
  • This position will be based in Ramallah. Project-related travel is expected in Palestine according to project need.
