Project Description:
CNFA is seeking applications from qualified candidates for a Gender and Social Inclusion Specialist for the USAID Effective Management of Irrigation Water Activity. The purpose of this activity will be to work with farmers in the West Bank and Gaza (WBG) to improve climate-resilient conservation and management of freshwater resources and associated ecosystems by increasing the availability, quality, and environmental resilience of drinking water supply sources. The duration of this Activity will be four years.
Position Description:
Reporting to the DCOP, the Gender and Social Inclusion Specialist will ensure technical teams include strategies and activities that address women, youth, and other vulnerable groups and the social dimensions of food and water security and resilience. S/he will serve as the lead advisor in identifying gender-based constraints and will be expected to engage with all areas of program implementation to ensure gender mainstreaming practices are being utilized. S/he will be responsible for implementing gender assessments and reviewing gender data in monitoring reports according to USG and CNFA compliance policies. The Gender and Social Inclusion Specialist is based in the West Bank.
Duties and Responsibilities:

Provide technical and advisory support to the program implementation to promote women's empowerment and gender equality.

Improve evaluation methodology, documentation, and interpretation of gender-specific indicators and M&E data.

Assess and identify potential gender-differentiated impacts as a result of project intervention.

Maintain a continuous commitment and strengthen gender equality capacity with staff and project partners.

Advise staff on ways to promote women’s empowerment and gender equality through program interventions and advise on how to tailor each intervention to ensure that women can attend and participate fully.

Serve as the program resource for gender-based questions and engage with stakeholders on gender issues being addressed by the program.

Coordinate with the Capacity Building Specialist the training on gender mainstreaming and submit reports summarizing the outcomes of the training in gender-related issues;

Undertake other assignments or tasks at the request of the Chief of Party or DCOP.

Key Qualifications:
-
Bachelor’s degree in Gender Studies, Development Studies or a related field is required, a related field; master’s degree preferred.

Minimum five (5) years of work experience with integrating gender development in projects required, experience with USAID-funded projects is preferred.

Demonstrated experience providing technical assistance to support gender and social inclusion on programs with an agriculture or rural development focus.

Administrative experience with NGOs (non-governmental organizations) and NGO procedures.

Demonstrated ability to interact and communicate with a wide range of stakeholders verbally and in writing.

Effective at collaboration; willingness to innovate and ability to think systematically.

Proven experience in managing multiple and competing tasks while maintaining the quality of deliverables within deadlines.

Advanced oral and written communication skills in English and Arabic are required.
