Background:
Since June 2010 UNDP has engaged in comprehensive efforts to build the sustainable capacity of the Ministry of Justice with support aimed at building administrative and technical capacity in areas such as financial planning, IT, organisational management and human resources as well as programmes to build the substantial capacity of the Ministry in areas such as strategic planning, legislative policy and drafting, public legal awareness and international legal cooperation.
In 2011 and part of 2012, UNDP seconded a short-term expert to the Ministry to build capacity of the Gender Unit and the Juvenile Justice Unit of the Ministry, as well as to raise awareness generally within the Ministry on gender justice issues and gender mainstreaming in Ministry programming. The expert concluded her assignment successfully with key  deliverables achieved being:
-Drafting of a Ministry Juvenile Justice Strategic Plan which fed into the development of a National Juvenile Justice Plan
-Drafting  and supporting  implementation of the Ministry of Justice action plans to implement these strategies
-Drafting of a Gender Justice Strategy for the Ministry, including a strategy on combating gender based violence
-MOUs for cooperation and coordination agreed and signed with the Ministry of Women’s Affairs
-Developing and assisting in delivering gender and juvenile justice curricula which have been included in three continuous courses developed in partnership with Birzeit University Institute of Law and Centre for Continuous Education for Ministry legal, administrative and financial staff.
-Contributed to 5 draft laws relating to gender and juvenile justice (Law for Eradication of Violence Against Women, Juvenile Justice Law, Law for Shelters and the Penal Code and the Law for the Sharia Courts.

Building on these efforts, UNDP seeks to contract a Gender and Juvenile Justice Analyst to continue and expand these efforts to build capacity to respond to juvenile and gender justice demands. The analyst will continue to concentrate upon the MoJ through the Gender and Juvenile Justice Units and across all other units and Directorates in the MoJ. This includes building the capacity of the Ministry to draft effective gender and juvenile justice policy and legislation. The analyst will support the Ministry to develop legislative policies and draft legislation for all relevant gender and juvenile justice issues and will strengthen the Ministry’s ability to engage on and support implementation of national strategies and action plans to protect women and children in Palestine.
However the analyst will also continue work in close coordination with other justice institutions and relevant Ministries to harmonise cross-institutional and departmental work on gender and juvenile justice focusing especially upon the Attorney-General’s Office, the High Judicial Council and the Ministries of Social and Women’s Affairs.
 
Description of Responsibilities:
Under the supervision of the Deputy Programme Manager (West Bank) and the Chief Technical Specialist/Programme Manager, the Gender & Juvenile Justice Analyst will be responsible for the following:
-Design and implement a phase-2 of capacity building training for staff of the Gender Unit and Juvenile Justice Unit  and for the staff of all units and Directorates in the MoJ;
-Develop a training manual for building the capacity of MoJ staff and other justice providers (including police, court staff, legal aid lawyers) and provide a train-the trainer course to representatives from the police, courts and Bar Association;
-Facilitate the development and implementation of action plans to implement national strategies on gender and juvenile justice and integrate these into the 2013 work plans of all units and directorate within the MoJ;
-Advise the Ministry on all aspects of policy related to the draft  laws concerning to gender and juvenile justice, including the development of new laws for the protection of women and children;
-Build the capacity of MOJ staff, particularly staff assigned to the Legal Affairs DG, in the areas of legislative drafting and policy making in gender and juvenile justice issues;
-Develop a mechanism to link justice institutions and relevant PNA Ministries to civil society organizations in the areas of gender and juvenile justice;
-Work with the Legislative Committee for Gender Justice   created under the National Plan for the Eradication of Violence Against Women to develop and implement an action plan;
-Work with all MoJ Units and Directorates to ensure that gender and juvenile justice responsiveness is built into 2013 work plans across the Ministry;
-Work with the Attorney-General’s Office and the High Judicial Council to harmonise gender and juvenile justice strategies across all three key justice institutions;
-Ensure that the MOJ’s role on gender and juvenile justice legislative policy and legislative drafting is developed in full coordination  and consultation with relevant PA institutions, civil society organizations and international organizations; and
-Provide advice to the Technical Support Unit (TSU) on how best to include M&E of juvenile justice and gender justice policy and legislative development issues in the work of the TSU.

Impact of Results
-A phase 2 capacity building programme for staff of the Ministry of Justice,  Gender Unit and Juvenile Justice Unit and all other units and directorates designed and delivered
-Training manual on gender and juvenile justice developed and train-the-trainer course provided to MoJ staff, police, court staff and legal aid lawyers
-Additional capacity building programme to mentor and build capacity of legal staff of the Legal Affairs DG developed and completed with a focus on gender and juvenile justice policy and law development
-A set of M&E indicators for Ministry responsibilities on gender and juvenile policy and legislative drafting developed, and collection mechanism in place
-A mechanism linking justice institutions and relevant PNA Ministries with civil society organizations working in the areas of gender and juvenile justice
-Harmonised gender and juvenile justice strategies between the Ministry of Justice, Attorney General’s Office and the High Judicial Council
-Action plan developed by the Legislative Committee for Gender Justice for the development and implementation of laws for the legal protection and promotion of women’s rights
-Gender and juvenile justice responsiveness built into 2013 work plans of all units and directorates of the Ministry of Justice.

Competencies :
-Ability to work within a team;
-Ability to work under pressure;
-Very strong interpersonal skills;
-Full computer literacy;
-Excellent communication and writing skills in Arabic;
-Very good knowledge in monitoring and evaluation.

Qualifications :
Education:

Master’s Degree in Law, International Relations, Business, Political Science, Management or related subject or Bachelor Degree with minimum 6 years experience.

Experience:
-Minimum 8 years of experience in legal advisory/representative role on gender and juvenile justice issues with PA institutions, local or international civil society organizations
-Very good knowledge of the justice sector, and practical experience working in the courts in gender and juvenile justice related cases
-Full knowledge of the PA ministerial work environment
-Experience of institutional capacity building
-Experience of legislative policy making and drafting in gender and juvenile justice related issues

Language Requirements:
Fluency in Arabic, written and spoken; fluency in English an advantage.
