Gender Specialist
CHF International is implementing a five-year, Local government and Infrastructure (LGI) program in the West Bank with funding from the United States Agency for International development (USAID). The overall goal of the Local Government and Infrastructure Program (LGI) is to promote an enabling environment for good local governance and provide the basic infrastructure necessary for sustainable improvements in the quality of life for Palestinians in the West Bank to support the implementation of this program, CHF International and partners are seeking qualified candidate to assume the following positions
Location: Ramallah/Al-Bireh Office
Reporting to: Senior Knowledge Management Specialist
Department: Knowledge Management Unit (KMU)
Program: Local Government & Infrastructure funded by USAID
Responsibilities:
-Update and constantly develop the Local Government and Infrastructure Program’s gender integration and mainstreaming strategy
-Ensure, in close coordination with all program team members, implementation of the program’s gender strategy
-Provide technical assistance to the program team to ensure that CHF’s interventions support gender equality. This may include supporting:
-Updates to assessment documents
-Gender analyses in target locations or regarding target interventions and contribute to program planning
-Reviewing and contributing to terms of reference for consultancy services or subawards
-Reviewing deliverable drafts submitted by consultants or program team members and reports submitted by program partners
-Updating and further developing the program’s gender integration and mainstreaming strategy
-Brainstorming solutions to challenges arising during program implementation to
ensure interventions are focused on promoting gender equality.
-Provide training to staff, partners, and/or stakeholders in gender, gender integration, gender analysis, and related topics
-Where appropriate, provide technical assistance to local government units or the Ministry of Local Government in gender, gender sensitive development, etc.
-Conduct gender-sensitive evaluations of program interventions
-Author gender analysis section in reports submitted to donors
-Review project deliverables to ensure gender-sensitivity
-Support development of case studies, success stories, or other communication materials related to gender
-Develop and maintain relationships and coordinate with key stakeholders in the gender and local governance sector
-Facilitate the involvement of women’s organizations in relevant LGI interventions
-Recommend indicators, activities, and mitigating strategies where challenges are identified
-Other duties as required
Qualifications:
-Qualifications: B.A or Master’s degree in Gender, Anthropology, Political Science, Sociology, International Relations, International Development or a related field.
-Previous experience designing, implementing, and/or evaluating programs, preferably related to gender, governance, or infrastructure required
-Previous training experience preferred
-Experience working with USAID or other large international donors.
-Knowledge of USAID gender policies and approaches
-Familiarity with gender-sensitive development concepts, approaches, and frameworks
-Understanding of gender roles and gender dynamics in the Palestinian context
-Strong communicator, both verbally and in writing in both Arabic and English
