Global Communities is seeking a Gender Equality and Social Inclusion (GESI) Officer for the USAID-funded West Bank/Gaza Pioneers-Raedat Project. This five-year $35M program is intended to leverage women’s potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practice (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women’s inclusion in activities outside the home; build the capacity and confidence of individual women by engaging institutions of higher education and civil society; develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women’s issues, including gender-based violence (GBV).
The GESI Officer will be working under the supervision of Senior Social and Behavioral Change Specialist (SSBC) to support Raedat Activity staff to integrate GESI considerations for marginalized communities across project implementation. The GESI Officer will work with other staff members to identify gender disparities, assess associated risks, and execute strategies to promote gender equality and social inclusion. Responsibilities encompass capacity building; providing technical support to the project team, civil society, and community stakeholders; enhancing engagement with the private sector; ensuring SBCC initiatives are gender transformative and fostering the establishment of safe and enabling workplace environments.
Roles & Responsibilities
Technical Leadership and Assistance
- Provide technical leadership and assistance to the project staff and partners to ensure effective integration of GESI aspects in all project’s interventions.
- Assist the program team in adapting GESI and WEE interventions and strategies according to the project’s interventions when needed.
Gender and Social Inclusion Analysis
- Conduct GESI analyses and track shifts in gender-power dynamics in the West Bank and Gaza; use findings to support the program to adapt as needed based on these dynamics to ensure the program is gender transformative, safe, and accountable.
- In collaboration with the project team, lead the development and support the implementation of gender, social inclusion and GBV risk mitigation strategies into all training materials, public campaigns, public awareness and outreach strategies, project communications, and all relevant project activities.
- Expand on the GESI analyses to facilitate the development and implementation of the project’s Risk Assessment and Action Plan; coordinate with GC HQ Safeguarding and Safe & Accountable Programming (SAP) colleagues as needed.
- Coordinate with local and national GESI stakeholders and represent GC in different GESI, GBV and WEE working group at the national and regional levels related to the project mandate.
- Share existing and develop tailored tools, frameworks, and resources to enable better integration of GESI across all project components.
Training and Capacity Building
- Lead GESI trainings for staff, partners and stakeholders and coordinate other related learning opportunities as required.
- Support organization-wide standard setting and information sharing by participating in Global Communities’ Gender, Youth, and Social Inclusion Community of Practice and special initiatives.
- Support gender sensitive and inclusive outreach, stakeholder engagement strategies and capacity building materials.
Knowledge Management
- Collaborate with the Knowledge Management team to track and report against gender and youth indicators and gender gaps/constraints identified; ensure that program data is disaggregated at minimum by gender and age.
- Review all program documents from a gender lens including research design, M&E tools, assessments, annual work plans, programmatic reports, and communication materials.
- Track and consider the latest global, regional and national evidence on GESI aspects and ensure that project strategies and interventions are evidence-based.
- Identify successful GESI and Women Economic Empowerment (WEE) practices in the project that can be showcased in publications, communication materials, and conferences.
- Gather and document lessons learned and best practices and work with the project team to highlight the success and enhance the learning component.
- Perform other duties as requested by the direct supervisor.

Qualifications
- Bachelor’s degree in a relevant field, such as international development, social science, Law, political science, human rights, gender studies or another related field. Masters’ Degree is preferred.
- Minimum of 3 years of experience in gender equality, social inclusion, and women's empowerment programming, designing, managing, and implementing activities to promote gender equality and social inclusion issues; preferably in the context of international development projects.
- Experience and demonstrated results in conducting gender and social inclusion analyses, including tracking shifts in gender-power dynamics, gender integration in accordance with global best practices, knowledge of relevant USAID policies and requirements is a plus.
- Demonstrated ability to provide policy and programmatic advice to development projects on GESI issues.
- Familiarity with GESI mainstreaming approaches and tools, as well as gender-sensitive monitoring and evaluation frameworks.
- Experience in developing and facilitating GESI training.
- Experience in conducting gender analyses and developing gender strategies.
- Sensitivity to cultural differences and understanding of the socio-economic and political situation in northern in the West Bank and Gaza.
- Good communication and interpersonal skills and ability to work as part of a team.
- Strong analytical and research skills, with the ability to synthesize and interpret complex data related to gender and social inclusion.
- Excellent communication and facilitation skills, with the ability to lead capacity building, trainings, and coordinate learning opportunities for diverse audiences.
- Proficiency in developing and adapting gender-sensitive tools, frameworks, and resources to support project implementation.
- Ability to review program documents and provide recommendations from a gender lens perspective.
- Strong organizational and coordination skills, with the ability to liaise with various stakeholders and represent the organization in GESI, GBV, and WEE working groups.
- Ability to work under pressure and ability to take initiative.
- Capable in planning and problem solving.
- Commitment to gender equality, social justice, and human rights principles.
- Ability to work effectively in a multicultural and multidisciplinary team environment, Ability to handle multiple assignments and meet deadlines.
- Adaptability and flexibility to respond to evolving project needs and challenges.
- Ability to write reports and follow-up execution of component activities.
- Languages: Full Professional Proficiency in spoken and written English and Arabic are required.
