Program Summary:
The Gaza Health Recovery Activity (GHRA) is a five-year health program. The Operations Manager will ensure the efficiency and integrity of daily activities related to procurement, administration, logistics, asset management, and information technology. The team strives to deliver timely and effective operational support, ensuring that the GHRA project in Gaza is executed smoothly.
General Position Summary:
The Operations Manager will play a central role in leading and managing the operational functions for Anera in Gaza under the GHRA. This role will be crucial in ensuring the delivery of the project activities, maintaining logistical integrity, and coordinating effectively with all departments. The manager will ensure operational excellence in procurement, logistics, and administration. This position is essential in sustaining smooth program implementation, ensuring that systems and processes are aligned with Anera’s standards and donor requirements.
Reporting to the Deputy Chief of Party, the Operations Manager will support the oversight of operations in all offices, guiding them in operational performance, system efficiency, and alignment with Anera’s strategic objectives. As part of this role, the manager will help strengthen internal systems to meet the current crisis while preparing for long-term recovery efforts.

Essential Job Responsibilities:
Strategy and Vision:
- Lead the development and implementation of operational strategies, policies and procedures to optimize efficiency, productivity, and quality that support the project goals.
- Provide ongoing operational support to the project, ensuring that functions like logistics, procurement, administration, and IT are working effectively to meet program objectives.
Program Support: Operations:
- Ensure operational systems are functioning at optimal efficiency, supporting Anera’s impact on the ground.
- Coordinate closely with the CoP and DCoP, and other functions as finance, procurement, HR, and others to set goals, and establish performance metrics, so as to ensure operations, programs, and finance departments are aligned for seamless project implementation.
- Develop and maintain operational systems that ensure transparency, efficient resource use, and adherence to GHRA, Anera’s policies, and donor requirements.
- Create monthly dashboards to track progress in operations, highlighting areas for improvement and ensuring alignment with program goals.
- Develop clear SOPs (Standard Operating Procedures) for operations, especially in regards to the response.
- Training staff on requirements and processes related to the SOPs for this function.
Field Support:
- Work closely with field teams and local partners to ensure smooth implementation of programs and effective operations at the ground level.
- Conduct regular field visits to project sites for supervision, providing support and ensuring collaboration between operations and program teams.
Operations Management – Procurement and Logistics:
- Oversee procurement processes, ensuring they adhere to Anera and donor policies, with a focus on transparent and timely delivery of goods.
- Supervise logistics, including fleet management, customs clearing, and supply chain operations, ensuring that all goods and services reach beneficiaries efficiently.
- Ensure that procurement systems are well-documented and inventory records are kept up-to-date.
Team Management:
- Develop the capacity of the operations team, mentoring staff, and providing guidance to improve performance and meet objectives.
- Foster a culture of mutual respect, accountability, and excellence within the team, ensuring staff are motivated and equipped to succeed in their roles.
Finance and Compliance Management:
- Ensure compliance with donor and Anera regulations in all operational activities.
- Conduct monthly budget reviews with relevant departments to ensure operational spending is aligned with program needs and available funding.
Influence and Representation:
- When requested, represent GHRA in external coordination meetings with partners, donors, and government bodies, ensuring GHRA’s role in the response and recovery is well communicated and understood.
- Collaborate with local and international NGOs to coordinate efforts and share best practices.
Confidentiality:
- Maintain confidentiality when dealing with sensitive materials and information.
Key Requirements:
- BA/BS in a relevant field (Master’s preferred).
- 5-7 years of experience in operations and/or management, preferably in humanitarian settings.
- Experience working in conflict zones and managing emergency responses.
- Expertise in logistics, procurement, and administrative processes.
- Strong leadership and team management skills, with an ability to work effectively in high-pressure environments.
- Experience working with international donors and ensuring compliance with donor policies.
- Fluency in Arabic and proficiency in English is required.

- They will possess excellent organizational skills, attention to detail, and a commitment to ensuring that operations are conducted in an efficient, transparent, and ethical manner.
