Women for Women International Palestine is a non-profit organization with a registered Country Office in Palestine under the Palestinian Ministry of National Economy. Since 1993, our global community has invested in the power of over 550,000 women across 17 conflict-affected countries, creating a ripple effect that promotes a more equal, peaceful, and prosperous world.

As a women’s rights organization, Women for Women International is committed to providing critical support to women survivors of violence in Palestine. This includes adapting our comprehensive economic and social empowerment program, “Stronger Women, Stronger Nations,” to address the unique challenges faced by women in Palestine. We aim to provide holistic assistance to survivors of gender-based and conflict-related violence in the occupied Palestinian territory, offering access to psychosocial and economic support that empowers them to rebuild their lives and thrive within their communities.

Women for Women International – Palestine is seeking a qualified candidate to fill the position of Grant Management and Fundraising Manager.

Office Location: Hebron, with at least 30% travel to various field locations in the West Bank.
Start Date: Immediately

Purpose:

The Grant Management & Fundraising Manager will oversee grant management and proposal development under the direct supervision of the WFWI Palestine Country Director, ensuring compliance with donor requirements and managing sub-granting processes. This role will also strengthen partner capacity and support resource mobilization efforts. The manager will oversee the pre-award phase, manage sub-grant oversight, and coordinate donor reporting, all while fostering cross-team collaboration to achieve program objectives.

Key Responsibilities

Engagement 
• Provide input for rapid/needs assessments to inform program development and fundraising strategies.
• Liaise with fundraising and Business Development teams at WFWI to identify and act on funding opportunities specific to Palestine.
• Work closely with the Finance and Business Development teams to monitor grantee compliance with financial management and reporting obligations, facilitating timely disbursements.
• Collaborate with grantees to ensure understanding and compliance with grants management procedures, offering guidance to enhance their capacity to meet obligations.
• Contribute specialized input to WFWI’s regular and annual reports, including grant management and fundraising updates.
• In collaboration with Project Managers and Program staff, conduct regular contract management meetings to assess project progress, fund utilization, accountability, and donor compliance.
• Represent WFWI at external meetings with local donors, UN agencies, international NGOs, and other stakeholders, promoting the organization's mission and programs.
• Actively participate in internal meetings, networks, and platforms coordinated by WFWI.
• Coordinate field visits for external stakeholders, including donors, journalists, and WFWI board members, to showcase program impact and foster relationships.

Delivery
1. Grant/Donor Management
• With support of the Global Grants Management team (GMPP) lead on preparing Grant Management packets outlining donor compliance requirements, project deliverables as per WFWI’s standard tools and templates, and by having an in-depth understanding of the donor Grant Agreement and full final proposal materials.
• With support of the Global Grants Management team (GMPP) lead on facilitating kick off meetings, ensuring that all grant information is shared effectively with relevant staff across the country office, partners, and global support teams, and documenting meeting minutes. Keep track of, and follow-up on, all actions resulting from the grant at kick-off and ongoing throughout the grant lifecycle.
• Ensure that grant management systems and processes are successfully implemented across the life of an award and key controls are in place to support effective management of the funding portfolio and compliance with the donor requirements.
• Coordinate the processes for donor reporting to ensure that reports are high quality, delivered on time, follow WfWI sign-off procedures, and are supported by auditable records.
• Ensure all WfWI grant management tasks/processes follow WfWI’s established Grant Management Workflow, including agreed sign-off procedures.
• Responsible to establish and maintain up to date and detailed in-country grant filing systems for audit purposes, as well as establishing and regularly updating relevant Country Office trackers to ensure all grant milestone/report deadlines are successfully met.
• Support all internal WfWI functions to ensure donor requirements are understood and complied with.

2. Pre-Award Phase
• Lead partner selection and mapping process is adhering to WFWI partnership policy, ensuring transparent, well-documented criteria.
• Conduct partnership assessments per WFWI global guidelines.
• Manage pre-award due diligence processes and procedures for grantee and sub-grantees, identifying risks and mitigation strategies.
• Collaborate with partners to finalize project proposals, budgets, work plans, and monitoring/evaluation plans.
• Draft and review grants and sub-grant agreements, coordinating internal reviews and approvals.
• Design and deliver grant opening workshops to ensure mutual clarity on project expectations.
• Brief partners on agreements, donor regulations, and compliance requirements.

3. Sub-Grant Management
• Track partner deliverables to ensure compliance with donor objectives and requirements.
• Review and provide timely feedback on partner reports, addressing gaps and compiling internal responses.
• Facilitate communication and coordination with partners on programmatic, operational, and financial matters, working closely with other departments.
• Lead partner review meetings, document minutes, and follow up on action items.
• Identify challenges, provide support, and ensure compliance with agreements and donor regulations.

4. Partner Capacity Strengthening
• Develop and implement strategies to enhance partner capacities in program delivery, compliance, and reporting.
• Provide ongoing guidance and capacity-building workshops tailored to partner needs.

5. Fundraising
1. Income Diversification and Partnership Development
• Work with the Business Development team to map funding trends and analyze WFWI's existing donor base for funding work in Palestine and advise on strategies for income diversification, aligning with organizational priorities and grant compliance.
• Work with the Business Development team to identify, research, and evaluate institutional donors, assessing their suitability as funders for our work in Palestine.
• Work with the Business Development team to establish and maintain a donor database/pipeline, tracking potential funding opportunities in Palestine and ensuring alignment with grant requirements.
• Prepare updates, capacity statements, and cases for support for WfWI’s internal use and external dissemination.
• Coordinate arrangements for in-person meetings and donor calls, ensuring smooth execution.

2. Resource Mobilization
• In close cooperate with the Business Development Team, develop and write high-quality concept notes, expressions of interest, and proposals, ensuring full alignment with WFWI principles, approaches, and donor compliance standards.
• Work closely with WFWI's Business Development, program, and finance teams to ensure all proposal components align with donor expectations and internal policies.

Skills, Knowledge and Expertise

Required
Master's degree in Business Administration, International Relations, Development studies or other related field. Professional qualifications in fundraising and grant management are essential.
Preferred
• At least 9 years of relevant experience, of which 5 years must be at senior level and preferably with an INGO or similar organizations.
• Demonstrable experience in developing proposal development using participatory methodologies and approaches.
• Proven track record of securing substantial donations/grants from a range of high-value and institutional funding sources.
• Experience in using Contract Management Systems and processes. 
• Experience of training, capacity building, and supporting others through on-the-job training
• Familiar with development and human right issues in Palestine
• Solid understanding of women's rights work in Palestine and the region. 
• Thorough understanding of development partners, donor institutions, government agencies, and the not-for-profit sector in Palestine.
• In-depth understanding of grant management requirements/compliance of major institutional donors.
• Strong knowledge of M&E and quality assurance methodologies.
• Familiar with the media environment in Palestine.
• Excellent planning, organization, time management, and coordination skills. 
• Outstanding communication skills in Arabic and English, both verbal and written.
• Strong presentation, networking, and influencing skills.
• Strong problem-solving and strategic thinking skills with experience of and an aptitude for strategic planning.
• Strong leadership and management capacity.
• Proficiency in MS Office and specialist communications design software
