Médecins du Monde (MdM) France is an International Medical Organization, which has been present in the occupied Palestinian territory (oPt) since 1995. It operates in the Gaza Strip and the West Bank through offices located in Jerusalem, Bir Zeit -Ramallah, Gaza and Nablus.
MDM is currently looking for qualified candidates to fill the position of:
A Grant Officer– Bir Zait Base -Ramallah
Starting date: 1st of June 2023
Type: Full Time Contract
Duration: 1 Year Renewable
Purpose:
The grants officer is responsible for supporting on the development of quality donors concept notes, proposals and reports respecting the grant guidelines of each donor. She/He will also be responsible of the development of Memorandum of Understanding (MoUs) and Partnership Agreements (PAs) with MdM partners and other MdM Chapters and its close follow up. She/He ensures donors requirements, rules and regulations dissemination and acceptance by key staff.
MAIN RESPONSIBILITIES
1. Donors’ proposals and reports writing
In collaboration with Palestine Coordination Team, Managers in the field and under the supervision of the General Coordinator.
Proposal development
- Support Palestine Coordination Team and Managers in the coordination and the writing of any concept notes and/or proposals.
- Be the focal point at mission level for concept notes and /or proposal development, and consider donor compliance and guidelines to ensure adherence
- Provide timelines and ensure timely submission of concept notes and /or proposals to HQ and Donors;
- Make sure that the concept notes and/or proposal match with MdM strategy in the occupied Palestinian territory (oPt);
- Support the coordination Team by leading the writing of preassigned non-technical parts of Concept notes and/ or proposals. In addition to be the responsible for the compilation of other contributions;
- Follow up with the program departments (mental health, medical, MEAL) and the support departments (logistic, human resources and finance departments), to ensure the relevance of the developed documents – i.e. Logframe, budget, procurement needs, narrative;
- Review the different contributions (especially from the program department), share comments to the team to ensure the quality of the document;
- Make sure that all indicators are acceptable and target realistic, in collaboration with Techncial Coordinators, Techncial Managers and MEAL Officers.
Donors’ reporting
- Support country mission in the coordination and writing of donor reports;
- Be the focal point at mission level for all donor reporting ( templates and compliance) in close collaboration with Coordination team, Technical managers and MEAL
- Ensure adherence to donor deadlines, including developing and disseminating timelines and retro-plannings to relevant staff;
- Ensure timely submission of reports to HQ and Donors;
- Follow up on mission-level reporting and ensure that documents are submitted on time;
- Support the coordination Team by leading the writing of preassigned non-technical parts of Concept notes and/ or proposals.
Internal reporting
- Lead in the preparation of the monthly MdM situation report, by liaising with the different mission departments.
- Lead in the preparation of ad-hock reports (internal to MdM and to external actors)
- Supports the Technical team with the quality of the reports on activities to HQ
- Ensures compliance with procedures for the exchange of information and reporting
2. Donor Engagement
- Maintain overview of all donor requirements, rules and regulations; ensure their good dissemination and acceptance by key staffs.
- Carry out regular donor mapping exercises and in identify new funding opportunities in line with the country programme’s strategy.
- Maintain a database of current and expected call for proposals including the Humanitarian Response Plan (HRP) for oPt.
- On request of the General Coordinator, approach relevant donors for potential funding.
- On request of the General Coordinator, attend to meetings with donors.
- Support the mission in the organization of external audit or evaluation.
3. Development of communication materials and documentation related to grants:
- Supports in development of communication material covering different component of the MdM programs such as quarterly newsletter, fact sheet and success stories, etc.
- Monitor and follow up the adherence to visibility requirements related to Donors and MdM in all bases
- Contribute to the creation of social media/ communication about different projects, in line with MdM and Donors communication strategy
- Ensure the availability of photos, video and the needed consent before publication for Donors reporting purposes.
- Collect in coordination with the program team beneficiary stories for communication and reporting purposes
4. Memorandum of Understanding (MoU)/Partnership Agreements (PAs)
- Support the Field Coordinators in the drafting of needed operational MoUs or PAs and amendments (for instance: Ministry of Health, Local partners, international agencies, …).
- Take the lead in the preparation or review of MoUs/PAs between MdM France and other MdM chapters.
- Act as focal point for HQ Program Support Officer, Legal Department and Institutional Fundraising Department (DDI)

Requirements
Training & Experience
- Master degree in the following or related field: Development, International Relations, Humanitarian Management;
- At least 2 years of experience in a similar role;
- Experience of writing proposals/reports;
- Demonstrated experience of coordinating and preparing strong narrative and financial reports for a variety of donors;
- Experience developing and working with project budgets;
- Understanding of donor compliance, especially for ECHO, German Cooperation, Humanitarian Pooled Funds, ….
- Experience in humanitarian and development context is considered as additional asset
- Experience in multi-donors’ budgets
- Training and capacity-building experience

- Excellent level of communication both written and oral;
- Good personal organizational skills, including time management, and ability to meet deadlines
- Ability to work under a minimum of supervision, autonomous
