Grants and Compliance Manager -Gaza Improve Livelihoods and Enhance Economic Development (ILEED) Program
Location: Gaza
Reports to: Deputy Chief of Party ILEED
Global Communities is seeking a Grants and Compliance Manager for the USAID Improve Livelihoods and Enhance Economic Development (ILEED).. This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. ILEED will engage both the demand and supply actors within the conflict affected market system. Programs and activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience.
The Grants and Compliance Manager oversees all procurement, grants and compliance deliverables of the ILEED project in Gaza under the operational leadership of the DCOP with technical support and oversight of the GC Country Procurement, Grants and Compliance Director
Responsibilities:
The Grants and Compliance Manager will work closely with the ILEED Project Senior Leadership team in Gaza, the GC Country Director of Procurement, Grants and Compliance, Finance and Operations Directors in the West Bank to ensure all procurement in compliant with GC and USAID requirements, the deliver, and monitor the subaward program and procurements in support of project objectives. He/she will assume the overall responsibility for the management of the program subawards portfolio and contracts/subawards ensuring compliance with USAID rules and regulations and other USG guidelines. The individual will proactively coordinate with all staff on planning and implementing grants and procurements through open communication, proactive market research, and price analysis to support the project’s goals.
Specific Responsibilities include the following:
- Grants cycle and Monitoring:
- Ensure smooth and efficient implementation of processes through the granting cycle, in compliance with USAID Rules and regulations, as well as Global Communities grants management systems and policies.
- Lead, support, and facilitate the tasks of the grants' selection review committees.
- Supervise, train, and mentor grants officer(s) on grants management processes including – solicitation, selection, award, implementation and closeout.
- Assist in sub-grantee compliance reviews and prepare site visit reports and follow up on sub-grant compliance issues and audits and document resolutions.
- Ensure the collection and review of all required information and documentation for developing accurate agreements with grantees.
- Prepare grant award package and any modifications, including negotiation memorandum, budget means of verification, and all relevant attachments under the supervision of the Grants and Organizational Capacity Team Leader.
- Review of grantees' reporting documents and ensure compliance with all Global Communities and USAID rules and regulations.
- Monitor and follow up to ensure that grant recipients comply with the terms and conditions of the grant agreements.
- Ensure to maintain updated auditable records of all sub-grants and related documents.
- Participate in training applicants/grantees on grant management, as necessary.
- In partnership with finance, grants, and technical team members, assess grantee's financial management, administrative, and technical capacity to implement the award; identify areas where additional capacity will be needed for successful implementation and viability of the grant.
- Coordinate with the technical team on using appropriate programming instruments to ensure grantees accurately reflect technical requirements for programming.
- Ensure that all costs incurred by grantees are allowable, allocable, and reasonable in coordination with the finance team.
Procurement & Compliance
- Lead and/or oversee procurement processes and procedures, such as developing procurement plans, creating and revising RFPs and RFQs, conducting bid analyses and assessments, and drafting procurement contracts, purchase orders, and contract amendments.
- Oversee the partner’s procurement process for grants that entail direct procurement of goods (in-kind grants) or services.
- Ensure to document procurement processes and share with concerned colleagues.
- Establish and maintain an adequate filling system for the proper and efficient documentation of procurement activities, vetting and contracts, etc.
- Ensure to collect the necessary information to support the vetting process for GC Sub-awardees, trainees, and vendors, and maintain an up-to-date vetting tracking sheet.
- Ensure that all activities comply with USAID policies and regulations, Mission Order 21 and its addendum #1, as well as implementing partner notices, the Watchlist policy, and Chain of Custody requirements. Also, ensure that all related documents are properly filed for USAID compliance reviews.
- Lead and ensure that the USAID monthly sub-award report under ILEED activity and the sub-awardees are completed accurately and timely.
- Conduct training for the ILEED team and sub-grantee staff in compliance with regulations, as required.

Qualifications
- Bachelor's degree in a relevant field such as Financial Management; accounting, business administration and/or or related administrative or development field.
- A minimum of 7 years of experience in a similar position for a local or an international organization.
- At least 3 years of grants and compliance experience in a USG funded program preferably under a USG contract or cooperative agreement modality of similar size is preferred.
- Demonstrated management and leadership skills working with large, complex USAID funded programs preferably in West Bank and Gaza.
- Strong grant technical & financial management background required, including good working knowledge of USAID rules and regulations.
- Excellent analytical, planning, management and organizational skills with ability to prioritize work and meet deadlines
- Excellent interpersonal skills and demonstrated ability to work effectively with donor, community representatives and other stakeholders, and staff at all levels.
- Able to work in a normal office environment with daily travel to the field and visiting grantees as needed.
- Languages: Full Professional Proficiency in spoken and written English and Arabic are required.
