Grants & Compliance Specialist
The Senior Grants & Compliance Specialist is mainly responsible to lead the technical and professional aspects of the country office, including establishing and strengthening long-term relationships with donors, managing donor contract and grants, and ensuring compliance with donor regulations for grant management and proposal development as well as assisting with establishing quality performance standards and accountability protocols, and serving as a point of contact on compliance issues for CARE WBG.
The Senior Grants & Compliance Specialist will provide specialist information around donors and donor policy to SMT, and provide program information to donors in order to maintain levels of funding for CARE’s program. S/he will also manage sub-agreements with partners through advising and supporting them with matters related to sub-grant management, including managing and implementing financial, budgeting, and accounting matters and ensuring all expenditures are compliant with sub agreement provisions, CARE and donor regulations.
Finally, the Senior Grants & Compliance Specialist will work with Finance, Program, and Program support teams to develop proposals and to ensure compliance and timely submission of donor reports. S/he will also work with the finance department on several tasks including but not limited to, cash management, severance and payroll reconciliations, local partners and donor reporting, monthly procurement spot checks, and quarterly partners’ spot checks.
Job Responsibility #1: Contract Management
- Work closely with the Program, and Finance and Admin teams to plan, develop and implement transparent and accountable systems for managing contracts, grants, and compliance.
- Review IPIA’s and ensure that they do not expose CARE WBG to risks, etc.
- Review all donor contracts and ensure that all concerned staff is aware of rules, regulations, reporting requirements.
- Maintain records of all CO donor contracts, IPIAs, sub-agreements, and modifications; ensure contractual information is archived at the end of the life of the contract.
- Advise SMT and Country Director of gaps in contract compliance, propose solutions, and work with the country team to strengthen compliance.
- Enhance CARE staff knowledge on CARE agreement and sub-agreement management policy either through group or one-to-one training.
- Maintain donor reporting schedule and update PeopleSoft reporting milestone and works with Program teams to ensure quality and timeliness of all donor reports.
- Communicate with CMPs as needed to help solve specific problems or respond to donor information requests.
- Close-out of all projects with CMPs and partners’ including but not limited to the disposition of assets (as per donors’ regulations), submission on final financial and narrative reports, preparation of close-out letters, etc.
Job Responsibility #2: Compliance with C-USA Sub-Agreement policy
- Make sure that activities are clear, measurable, and within specific timeframes and comply with the proposal.
- Prepare all sub-agreements and amendments with local partners to include all CARE and donor provisions as well as issues resulting from pre-award risk assessments.
- Prepare modifications on sub-agreements as needed throughout the project period.
- Coordinate with the Finance department to ensure that the agreements are clear in terms of what is needed from the sub-awardees, and in terms of programmatic and financial reporting as well as disbursements etc.
- Build partners’ staff capacities on sub-agreement management issues and provide technical assistance to partners in implementation and management of the grant cycle, budgeting, and financial reporting, and CARE & donor compliance.
- Conduct a pre-award risk assessment to local partners before the beginning of any project to identify risks and assess areas where the partners need capacity building during the lifetime of the project.
- Conduct regular re-assessments plans for local partners every 2 years or as needed.
- Conduct compliance/internal control site visits and reviews for partners on a quarterly basis to ensure that both CARE and partners’ staff are complying with the sub-agreements provisions, CARE, and donor regulations and to ensure that pre-award conditions are addressed and implemented by partners within the period specified in the sub-grant agreement.
- Identify issues resulting from the reviews, indicate findings, and provide recommendations through a compliance report.
- Make sure that all the necessary documentation, justifications and sub-award committee approvals, etc. are in place.
Job Responsibility #3: Proposal Development, Reporting and Budgeting
- Identify new proposal development opportunities with coordination with SMT.
- Maintain funding opportunities spreadsheet and CARE US’s funding database.
- Coordinate and support proposal development and reporting processes, maintain and update reporting schedule.
- Ensure that proposals and reports are in line with donor regulations.
- Build staff and partner capacity on donor regulations.
- Support the development of new project budgets with support of program and finance management; negotiate and review budget amendments.
- Coordinate with C/USA PPLA and CBU teams and other CI members regarding new funding opportunities and proposals and makes sure that the CO adheres to new systems, policies, and procedures associated with this task.
Job Responsibility #4: Donor’s compliance reporting (USAID Subaward information report)
- Review the monthly sub-award information report and make sure that all contracts and payments on IQC’s are reported correctly.
- Make sure that all provisions are being signed and dated as well as included with every contract.
- Make sure that CARE/USAID sub-grantees report correctly per the above.
Job Responsibility #5: Finance related tasks
- Handle monthly cash management and deposits entries to reflect actual funds in banks. Masters degree in in Law, Management, etc. is preferable.
- Conduct monthly procurement spot checks on payments made by the CO to ensure the procurement department is in line with CARE and donor regulations.
- Add new suppliers on the system after making sure all documents are provided and correct in terms of legal name, etc.
- Assist the finance and admin management in the semi-annual Bridger check.
- Work with the finance department on the preparation of budgets or budget amendments and uploading them on PeopleSoft.
- Review sub awardee financial transactions and invoices to ensure compliance with donor and CARE regulations and comply with the terms of the contracts.
- Prepare and submit complete, accurate, reliable, and timely financial reports to the Finance and Admin, and Project Management.

Job Profile Requirements
- Bachelor's degree in an appropriate field and with specialized training in contract management, procurement, or related areas. Master’s degree in in Law, Management, etc. is preferable.
- Minimum 6 years of working experience in compliance and finance.
- Proven progressive experience in Grants, Contracts, and Compliance Management in a similar organization.
- Experience in different donors’ contracts, management, and procurement regulations.
- Excellent English language skills.
- Ability and willingness to travel through West Bank, Gaza, and abroad
