Chemonics International seeks Monitoring & Evaluation Specialist, Grants Financial Officer and Grants Accountant for its USAID-funded Palestinian Justice EnhancementProgram (PJEP) that works to strengthen justice sector institutions and the rule of law in the West Bank and Gaza.
Grants Financial Officer
Responsibilities Include:
-Assist in conducting pre-award organizational assessments for sub-award financial management, including review of the recipient’s accounting and financial systems and internal controls.
- As needed, make recommendations and provide instructions and guidance to recipients to ensure that their accounting and financial systems and internal controls are in compliance with Chemonics/PJEP and USAID requirements.
-Assist in preparation of sub-awards and development of financial reporting requirements.
-Answer questions from recipient organizations and provide any clarification and guidance needed related to recipient preparation of sub-award financial reports and supporting documentation.
-Provide guidance to recipient organizations on USAID audit requirements for sub-awards.
-Review sub-award financial reports and supporting documents provided by recipients, and ensure that the financial information provided is accurate, complete, verifiable, and reliable, in accordance with the sub-award agreement, and meets the project’s financial reporting requirements.
-Ensure sound financial management of sub-award funds.
-Ensure compliance with USAID requirements for financial management of sub-awards.
-Assist with the preparation of templates and report formats for sub-award financial reporting.
-Maintain sub-award financial reporting files and documentation.
-Assist the finance department staff as needed with activities related to sub-award financial reporting and documentation.
-Other duties as assigned by the supervisor.
Education, Qualifications, and/or Equivalent Experience:
-Experience with Mission Order 21 regulations including preparing subaward reports, tracking vetting determinations, and applying the Mission Order to project activities
-Extensive knowledge of USAID regulations particularly regulations governing grants and assistance instruments
-Minimum of five years of experience providing financial oversight on a USAID-funded project
-Bachelor’s degree required; Advance degree preferred
-Bilingual fluency in written and spoken English and Arabic
