Background:
Addressing the needs of Palestinians living in Area C and East Jerusalem is essential for their wellbeing and social development, and also to enable them to achieve their primary goal: to safeguard their property and source of livelihoods and stay on their land. The development potential of Area C is critical to the viability of the Palestinian State – an imperative acknowledged by a growing number of actors, including the PNA, the UN, the EU/MS, the AHLC and the Quartet. The Community Resilience and Development Programme for Area C and East Jerusalem (CRDP) is designed to address the challenges in both areas. Its objective is to empower local stakeholders, through the most appropriate partners to act with resilience to respond to threats that affect their sustenance on the land. The programme will thus contribute to i) prevent the erosion of Palestinian development capital in Area C and East Jerusalem; ii) protect Palestinian land and property in Area C and East Jerusalem; and iii) mitigate and ideally reverse migration flow from Area C and East Jerusalem by enhancing human security.

The intention is to assist the Palestinian Authority to plan, channel resources and implement actions for Area C and East Jerusalem to strengthen resilience and local development.
The programme will be implemented by a wide array of partners, including communities, grassroots organizations, local and international NGOs, based on their respective merits, and according to locally designed plans. The programme facilitates a complementary approach and a transition process from humanitarian interventions towards development and builds initiatives that are of a development nature, but that are not taking place in Area C and East Jerusalem. To do so, the programme is going to work at four levels: community infrastructure, protection of natural resources, income generation and human rights

The CRDP is a Palestinian-owned programme facility led by MOPAD, facilitated by UNDP and implemented in partnership with civil society through regular calls for proposals. The PA will lead the process through the coordination of MOPAD at the policy level, and the inclusion of other line Ministries and Authorities when necessary at the implementation level.
UNDP and MOPAD, in their partnership established within the framework of the CRDP, are looking for a Grants Manager in charge of the review, selection, approval, implementation and follow-up of the approved projects.

Description of Responsibilities:
1-Run the calls for proposals
2-Coordination and management of CRDP approved projects
3-Administrative follow-up and management
4-Planning and monitoring

1-Run the calls for proposals
-Design specific guidelines and operational manual for CRDP implementation, together with the Programme Manager and the Financial Officer
-Design the calls for proposals under the supervision of the Programme Manager
-Make sure that there is a proper dissemination of the calls for proposals to reach all areas of intervention
-Lead the review of applications and submit them for evaluation

2-Coordination and management of CRDP approved projects
-Together with the Programme Manager, s/he will ensure the achievement of outputs in line with the approved work plan through the day-to-day planning, management coordination and implementation of activities.
-Be in daily contact with the field officers for feedback on proposals
-Communicate on a daily basis with implementing partners in pursuit of programme objectives.
-Follow-up implementation together with field officers and in coordination with Reporting and Advocacy officer
-Represent the CRDP on different fora, networks and platforms, as necessary.
-Supervising the technical staff responsible for providing support to the implementation of results.
-Participate in the overall project decision discussion including attendance to meetings and project events.
-Assist the Programme Manager in coordinating the approved interventions to avoid overlapping.

3-Administrative follow-up and management
-Lead the operational management of the CRDP, making sure that all procedures are properly followed according to UNDP rules and regulations and the programme guidelines
-Prepare agreements with implementing partners with the support of the Financial Officer
-Follow up project operations, staff and assets
-Assist the Programme Manager with the procurement of works, goods and services.

4-Planning and Monitoring:
-Review financial and technical reports submitted by partners and make sure that the projects follow the agreed upon outputs, in cooperation with the Programme Manager.
-Prepare regular summary reports on progress of grants management/administration to the Programme Manager
-Monitor and follow up progress of funding agreements with NGOs and report on project progress and constraints to the Programme Manager.
-Preparation of inputs for reporting, including donor reporting, together with Reporting and Advocacy Officer.
-Assist the Programme Manager to prepare Annual Work Plans, HR Plan and Procurement Plans in line with the programme activities.
-Any other duties as assigned by the project manager to achieve project goals.

The key results have an impact on the success of project within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets, and achieving the success implementation of the project sub-component to reach all project goals and objectives.

Qualifications :
Education:

Master’s Degree in Development, Business, Social or Political Sciences, or any related field.

Experience:
At least 6 years of experience working on development aid.
Proven work experience managing grants to civil society.
Proven experience on results-based management
Ability to work under pressure
Proven experience working with a team

Language Requirements:
Fluency in English and Arabic.
