Grants Officer

The Project: FCDO Trade Facilitation and Customs Support (Tasdeer)
Tasdeer is a Trade Facilitation and Customs Support programme (2020-2025; £15m) funded by UK Aid from the British Government and implemented by a consortium led by Cowater International. Our objective is to improve the Palestinian private sector’s competitiveness and Palestinian Authority (PA) capacity in trade, customs and import policy regulation and administration. We aim to increase sustainable private sector-led economic growth and job creation in the Occupied Palestinian Territories, supporting the PA’s fiscal sustainability while promoting equitable access to the benefits of increased trade and improved institutional capacity.
We are in the process of agreeing an extension with FCDO, which will extend the project to March 2028 and add an additional £15 million to the existing budget. As part of this extension, we will have a large grant portfolio, including:
- Grants to private-sector companies to increase domestic production and expand exports.
- Grants to institutional partners to deliver activities supporting economic development of marginalised groups.
- Grants to install solar energy solutions at private sector firms
Role Profile: Grants Officers
The Grants Officers, based in Ramallah, will assist in managing grants across the West Bank and Gaza. Key tasks include reviewing grant applications, preparing agreements, checking payment requests, and supporting the Grants Manager in tracking grant activities. The role requires attention to details, strong organizational skills, and the ability to work with different teams to ensure grants are implemented successfully.
Roles and Responsibilities:
The Grants Officers' duties are expected to include:
- Implement the Grants Manual and adhere to the policies and procedures approved by Tasdeer Programme.
- Receive grant applications, verify their compliance with the project's eligibility criteria, and ensure all required supporting documents are submitted.
- Document every stage of the grant award process, including maintaining meeting minutes, securing and countersigning approval and award documents, conducting quality assurance due diligence, and performing related activities as outlined in the Grants Manual.
- Prepare Cowater’s Due Diligence document in accordance with the Grants Manual.
- Draft grant agreements and amendments, ensuring they are accurate and aligned with Programme policies.
- Prepare grantees’ payment requests and supporting documents, ensuring compliance with the Grants Manual and verifying them against the signed procurement documentation.
- Prepare payment checklists.
- Contribute to the overall efficiency of grants management.
- Assist the team, including Workstream 3, the Grants Manager, and the KMEL team, in the grant closing process.
- Maintain and update grant management tools, including the grant management tracker, at all stages.
- Identify and promptly report any issues related to grants, grant subcontracts, and program implementation.
- Maintain an updated list of approved and rejected applicants.
- Ensure comprehensive grant files are up to date and available for audit at any time.
- Participate in site visits to grantees with the program teams to monitor progress on activities outlined in the grant agreements.
- Support the Grants Manager in preparing accurate forecasts for the grants management workstream.
- Assist in other duties, as requested by the Grants Manager.
Reporting Lines
- This role reports to the Grants Manager.
Duration:
- This role will be full-time for the duration of the project.
Location:
- This position will be based in Ramallah, with travel within the West Bank

Key Skills and Qualifications
The ideal candidates will possess the following skills and qualifications:
- A bachelor’s degree in economics, business administration, international development, or a related field.
- Minimum of 4 years of relevant professional experience in donor funded projects and grants management.
- Ability to manage multiple activities and meet deadlines.
- Strong organizational skills, with the ability to independently manage their time.
- Strong team player with the ability to collaborate with diverse teams.
- Ability to interact diplomatically with individuals at all levels.
- Proficiency in Microsoft Office (Word, Excel) and other program management tools.
- Basic knowledge of financial management and budgeting.
- Fluency in English and Arabic (both written and spoken)
