Grants & Program Officer
For 8 months with a possibility of extension
GENERAL OBJECTIVES
The Grants & Program Officer supports the timely and qualitative completion of all Grants-related processes and ensures compliance with donor guidelines and regulations. Specifically, she/he will support donor reporting, project amendments, partnership management, archiving and compliance and some aspects of proposal writing. The Grants & Program Officer will report to the Grants Manager based in Jerusalem and support the entire oPt mission. When needed, the Officer will also support the rest of the Jerusalem Program team in administrative tasks, compilation of information and products, cross-cutting tasks and initiatives of the department, note taking, translation etc.
KEY ACTIVITIES
Objective 1: Proposal Development and Amendments (20%)
- Support the process of Proposal development in close coordination with the Grants Manager including the preparation of annexes, work plan, edits of documents etc.
- Facilitate reports and proposals submission to HQ and/or donors and the management of donor platforms (upload, tracking of changes etc.) and stay up to date on donor requirements.
- Support the Grants Manager in coordinating the process of project amendments and drafting the supporting documents, including collecting information from relevant departments.
Objective 2: Reporting (20%).
- Support the review of donor reports (preparation of templates, edits etc.).
- Provide quality control (ensure coherence and accuracy) and ensure timeliness of all donor reports (monthly, quarterly, interim or final reports).
- Update the reporting tracker and relevant reporting tools.
- Support the preparation of updates to donors and senior management when needed.
Objective 3: Archiving and information management (20%)
- Archiving: Ensure documents and records are archived, classified, and updated in real-time (Final archiving on GESPRA and working documents on internal share- drive).
- Grants Tracker: ensure all information in “Grants Tracker” is updated.
- Send out monthly planning of all reports to relevant departments.
- Maintain proposal calendar and provide regular updates to schedule of proposals.
Objective 4: Donor Compliance (15 %)
- Support the update of donor compliance summary sheets and the information sharing on donor rules.
- Support the verification and follow up of donors’ rules and AAH’s alignment with them.
- Ensure that all visibility requirements for each Grants are met in a timely manner and accurately documented.
- Support the compilation of documents for audits.
Objective 5: Due Diligence (15 %)
- Support in translating partner documents from Arabic to English, including administrative documents.
- Support drafting of Memorandums of Understanding (MOUs).
- Coordinate with partner focal points when needed to compile partner documentation per AAH policies.
Objective 6: Another department needs (10%)
- Undertake any supporting tasks required by the Technical Coordinators and the Deputy Country Director –including the preparation of official letters, the taking of minutes for the department and program meetings, the support in administrative tasks etc.
- Support fills the gap while Grants Manager is on leave.
- Supporting the onboarding of new staff, ensuring they receive relevant documents, proposals and introduction to AAH grants tools etc.

PROFILE REQUIREMENTS:
- University Graduate (minimum Bachelor) in Humanities, International Development or equivalent. Master’s degree a plus.
- In-depth knowledge of donor's rules and regulations.
- Strong written communication skills.
- Strong analytical and problem-solving skills.
- Strong interpersonal and organizational skills.
- Minimum 2 years working experience in similar Grants, program development / coordination with NGOs.
- Previous experience working in context of humanitarian assistance.
- Working experience with donors, or donor-funded projects (UN and/or bilateral donors).
- General humanitarian principles.
- General knowledge of project cycle management.
- Knowledge in one of the following sectors / area an advantage: WASH, MHPSS, Nutrition, FSL, and MEAL.
- Previous experience with Action Against Hunger or donors is an advantage.
- Fluent English – advanced written and spoken skills are compulsory. And Arabic as Native.
- French and/or Spanish an advantage.
- Jerusalem ID holder and living in Jerusalem City to be able to attend office regularly.
