Position Title: Head of Engineering
Location: Gaza Strip- Subject to change depending on MAAN priorities
Contract Type: Full-time, Annual Contract with the possibility of extension
Reports to: Programs Director
Organizational Context:
MA’AN Development Center is an independent Palestinian non-profit organization, established in Jerusalem in January 1989. Relying on a human rights-based approach, community partnerships, and active participation, MA’AN works to enhance the resilience, empowerment, and realization of the rights of those most in need, the poor and marginalized groups and individuals, as well as unleash their latent capacities to enhance their active participation in sustainable development and their abilities to respond to and recover from crises.
Position Overview:
The Head of Engineering is responsible for leading and managing the engineering team in Gaza. The position involves planning, executing, and monitoring infrastructure and humanitarian response projects related to WASH and Shelter. The Head of Engineering ensures that all engineering activities adhere to high technical and humanitarian standards, are delivered on time and within budget, and address the needs of affected communities.
Key Responsibilities:
- Provide technical guidance to ensure the successful implementation of engineering activities, including developing proposals, designs, and work plans.
- Support the planning and design of WASH and Shelter interventions, ensuring alignment with humanitarian standards and organizational goals.
- Manage the engineering team to deliver high-quality WASH and Shelter interventions, ensuring effective and timely execution of projects.
- Oversee the implementation of engineering activities related to MA’AN humanitarian and recovery interventions, ensuring that all activities meet the required quality, safety, and compliance standards.
- Conduct regular field visits and ensure robust monitoring and evaluation of all engineering projects.
- Build the capacity of team members through training and mentorship, ensuring technical skills development and high performance.
- Coordinate with internal and external stakeholders, including local authorities, partner organizations, donors, and community groups, to ensure effective project implementation.
- Represent MA'AN in relevant forums and coordination mechanisms, particularly within the WASH and Shelter clusters.
- Facilitate collaboration between different departments within MA'AN to ensure integrated approaches to humanitarian response.
- Contribute to financial reporting and compliance with donor requirements.

Required Qualifications & Skills:
- Master’s degree in Civil Engineering, Structural Engineering, Water Resource Management, or a related field.
- Minimum of 7 years of experience in leading engineering projects, preferably in a humanitarian context.
- Demonstrated leadership in managing teams and delivering complex infrastructure projects.
- Strong knowledge of international standards for WASH and Shelter in humanitarian settings.
- Proven ability to design and implement innovative solutions to meet the needs of displaced and vulnerable populations.
- Strong project management, budgeting, and financial reporting skills.
- Fluency in Arabic and English, with excellent communication skills.
- Familiarity with coordination mechanisms and stakeholders in the WASH and Shelter sectors.
- Strong leadership and team management abilities, with an emphasis on capacity building.
