Star Mountain Rehabilitation Center (Moravian Church) is seeking a qualified candidate to fulfill the position of “Head of Finance” in its offices in Abu Qash/Ramallah.

Head of Finance of Star Mountain will have to carry out the accounting and financial management responsibilities in cooperation with relevant staff, according to international and national best practices. Position also deals with responsibilities related to procurement and financial audit within the financial domain.  The “Head of Finance” is the ultimate and the only financial staff who will be in charge for all organization’s financial aspects including managerial decisions and financial statements.  This is a full-time contract.

Duties and Responsibilities:

-    Manage the month and Year-end closing, provide and analyze accounting data and reports, ensure all funds are properly safeguarded, ensure accuracy of the information in the organization’s bank account, and manage the overall cash needs and forecasts of the organization. Reconciliation of bank statements/cash and all other AR/AP accounts on monthly basis.
-    Prepare all required financial reports, including monthly, quarterly and annual organizational reports and forecasts, all project/donor reports and financial correspondence.
-    Ensure Financial compliance with organizational policies (accounting, local revenues, and procurements), Board of Director decisions  and procedures, donor requirements (including reporting deadlines), Palestinian law; promote compliance with international best practices by providing clear guidance to all staff, maintaining up-to-date knowledge of all applicable rules and regulations, and developing and monitoring systems to ensure all activities are implemented and documented in accordance with policies.
-    Participate in relevant teams and committees set up by Star Mountain bylaws for the advancement of the work in this area.
-    Advising and assisting local Management team in compliance and control of Star Mountain budget.
-    Supervision the day-to-day operation of the accounting of SM purchases, sales and donations.
-    Any other tasks as directed by Board of Director and Star Mountain Director.

Qualifications

-    Bachelor’s Degree in Accounting is required; other relevant international certifications such as CMA, CPA, ACPA, DipIFRS is highly preferred.
-    Minimum 5-7 years of financial management, accounting, reporting and bookkeeping experience. The relevant experience should include at least 3 years in managerial and decision-making position.
-    Excellent written and oral communication skills in Arabic and English, including ability to work well as a part of a highly diverse team.
-    Strong computer skills in Accounting System such as Audit/Bisan. However, advance use of Excel, MS Word, Power Point, internet and email applications are required.
-    Ability to work with minimum supervision, under pressure, on time, with attention to detail.  In addition to handling of multitasks.
-    Strong commitment to integrity, professionalism in handling sensitive information . He/ she should have an excellent professional judgment.
