Head of Recovery

Position Overview:

ANERA is seeking a dynamic and experienced Head of Recovery to lead and oversee the organization’s response to Gaza’s recovery efforts. This senior leadership role will be responsible for developing, implementing, and coordinating ANERA’s recovery strategy, ensuring the delivery of high-impact programs that address immediate humanitarian needs while laying the groundwork for long-term rebuilding and reconstruction.

The  Head of Recovery will work closely with the global team, donors, local authorities, and partners to secure funding, drive programmatic excellence, and advocate for sustainable recovery solutions.

Key Responsibilities:

Strategic Leadership & Coordination:

• Develop and oversee the implementation of ANERA’s Gaza Recovery Strategy, ensuring alignment with humanitarian principles and local needs.
• Provide strategic direction on recovery priorities, including shelter, infrastructure rehabilitation, livelihoods, health, education, and economic recovery.
• Coordinate across ANERA departments to ensure a cohesive, integrated recovery response.
• Represent ANERA in high-level coordination forums, donor meetings, and government discussions on recovery efforts.

Program Development & Implementation:

• Lead the design and implementation of recovery and reconstruction programs, ensuring quality, efficiency, and impact.
• Oversee needs assessments to identify key intervention areas and shape programmatic priorities.
• Ensure programs are developed with a strong focus on sustainability, resilience, and community engagement.
• Work with field teams to monitor progress, adjust strategies, and ensure accountability to affected populations.

Emergency & Recovery Response:

• Lead Anera’s Gaza team in emergency situations, conducting field assessments and coordinating assistance to affected communities.
• Work closely with humanitarian partners and local authorities to ensure an efficient and coordinated response to crises.
• Develop and oversee recovery and rehabilitation initiatives that address the long-term needs of Gaza’s population.
• Ensure that emergency interventions integrate long-term development considerations, promoting resilience and sustainability.

Funding & Resource Mobilization:

• Develop and execute a resource mobilization strategy to secure funding from institutional donors, private sector partners, and foundations.
• Lead on proposal development, donor engagement, and grant negotiations to sustain and expand recovery programming.
• Build strategic partnerships with UN agencies, INGOs, governments, and the private sector to leverage resources and expertise.

Team Management & Capacity Building:

• Lead a multi-disciplinary recovery team, ensuring strong coordination across all sectors.
• Oversee staff recruitment, onboarding, and professional development for recovery-focused teams.
• Strengthen the capacity of local teams and partners to lead recovery efforts.

Advocacy & External Engagement:

• Advocate for policy changes and funding commitments to support Gaza’s recovery.
• Engage in public advocacy efforts, including media appearances, donor briefings, and high-level discussions.
• Ensure community voices are central to recovery planning and implementation.

Qualifications & Experience:

Essential:

• Minimum 10 years of senior-level experience in humanitarian response, recovery, or post-conflict reconstruction.
• Proven track record in leading large-scale recovery and reconstruction programs in conflict or post-conflict settings.
• Strong expertise in humanitarian coordination, donor engagement, and program development.
• Experience working with institutional donors, including USAID, EU, UN agencies, and major foundations.
• Excellent leadership, negotiation, and diplomatic skills in high-pressure environments.
• Strong financial management experience, including budget oversight and grant management.
• Ability to travel within the region and internationally as needed.
• MUST HAVE THE ABILITY TO WORK AND RESIDE IN GAZA.

Desirable:

• Experience in Middle East humanitarian operations, particularly Gaza.
• Arabic language proficiency.
• Background in engineering, livelihoods, health, or infrastructure rehabilitation is an advantage.
