The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.

The ICRC Delegation in Israel and the Occupied Territories (IL/OT), is recruiting a talented, energetic, and engaged candidate for the following position:

Health Field Officer

Place of Employment     :        Ramallah

Contract duration            :       1 Year contract, renewable

Trial period                      :       3 months

Occupation rate              :       100%

Job Grade                        :       B2

Starting Date                   :       March 2025

Functional Responsibilities:

  • Implements health programs within his/her geographic area or field of responsibility/ expertise.
    • Assists the Health Delegate, Mental Health and Psychosocial Delegate or Health Coordinator or Health Project Manager in designing operational strategies and planning the health program(s) at local/facility and national levels.
    • Conducts assessments and regular field visits (when relevant) to monitor activities and health-related threats to the population.
    • Ensures proper management of information collected and appropriate, relevant reporting.
    • Participates in analysis of and reflection on the overall health situation; contributes to realistic project proposals in line with the delegation's objectives and priorities.
    • Helps organize meetings; advises staff members on various matters such as culture, politics, the economy, security, etc.
    • Interprets at meetings and translates documents into local languages.
    • Liaises and builds networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programs. Represents the ICRC vis-à-vis national authorities.

Specific Duties: 

Emergency preparedness and Response

  • With the support of the HD, follow up and coordinate with other health actors to maintain an overview on the health humanitarian situation (conflict related health needs, influx of WWs and IDP).
  • Propose relevant actions according to the ICRC capacity and emergency response framework to support the communities, health structures.
  • Monitors, reports and follows all suspected or confirmed outbreaks and support all necessary actions according to ICRC availability.
  • Ensures the replenishment and management of emergency contingency stock in coordination with LOG and Health team.
  • Maintains the mapping of operational health facilities and coordinates patient referrals internally within ICRC health and non-health programs, as well as externally towards other available services provided by external actors.

Representation, coordination, and Collaboration with partners

  • Represent ICRC in different capacities such as bilateral meetings, coordination meetings, cluster meetings as needed.
  • In close collaboration with HD and other health department members, ensures and maintains regular contact and respectful working relationships with ICRC partners and interlocuters such PRCS, MOH, WHO, and others.
  • Coordinate ICRC health activities internally within the health department, management, and the different departments, and externally with other partners, interlocuters, and stakeholders.
  • Medical Stock Management
  • Works in close collaboration with Logistic department and facilities to ensures medical supplies are available and with enough buffer and contingency stocks in place.
  • Follows up and prepare documentation for medical donations accordingly.
  • Understands the storage requirements of different medical supplies and medicines.
  • Understands both the ICRC and national policy on medical donations and supplies.

REPORTING

  • Obtains information and timely completes required reports as requested, including but not limited FTR (field trips report) MoM (Minutes of Meeting), Document project, data activities and relevant information from health authorities and other health organizations.
  • Draft MAD, monthly reports, quarterly and any other technical reports in timely manner.
  • Ensures all tasks are timely implemented according to the agreed timeline.
  • Keeps Main Tasks Files transferable and always documented.
  • Contributes to the Institutional Memory by ensuring proper filing.
  • Translate and manages meetings/discussions with interlocutors.
  • Translate accurately from Arabic to English and vice-versa when necessary.

متطلبات الوظيفة

Education & professional experience:

  • University degree in medicine or nursing
  • working experience in the field of emergency medicine/First Aid
  • Good knowledge of English
  • Computer proficiency (e.g. Word, Excel, Outlook, Electronic health record systems).
  • Experience working in humanitarian field an asset.
  • Experience in working with communities.
  • Valid (Manual) Driving License.

Desired profile and skills:

  • 2-5 years of total experience including clinical experience.
  • Good connections with local authorities, or groups of interest for the ICRC.
  • Excellent knowledge of the assigned geographic area.
  • License to practice in West Bank.
