Health Project Manager

CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programs target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include Emergency Food Security, Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combine rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programs mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Start Date: Immediate

Position Location: This position will be based in CARE’s office in Gaza (Der Al-Balah) with 50% travel.

The health project manager will lead the emergency health response initiatives in Gaza including CARE Primary Health Care Center (PHCC). The role involves coordination with CARE's implementing health partners, active peer organizations and ensure quality implementation, in close coordination with Deputy Area Manager and Sector Specialists, key stakeholders. The role is also responsible for allocating relevant human resources to implement health related projects. In addition to representing CARE to different health coordination platforms.

Responsibilities:

Job Responsibility 1: Project Development. (20%)

  • Overall oversight of Project Development for Health in Emergencies Response projects covering different areas and interventions. This includes:

- Leading, prioritizing and validating processes for interventions, developing detailed activity plans and managing budgets for proper delegation to the teams responsible of the implementation; all that should be done based on the needs on ground, coordination with the Deputy Area Manager and sectors' technical specialists and the feedback of the relevant clusters and sectors working group.

- Developing implementation strategy and supporting technical guidance and SOPs in Emergencies in close coordination with the Deputy Area Manager in Gaza and Sector Specialists.

- Developing robust emergency setups based on appropriate needs analysis with an integrated program approach.

Job Responsibility 2: Project Management and implementation. (50%)

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention.

- Ensuring the timely and effective implementation of emergency health projects, adhering to approved work plans and sector-specific standards.

- Responsible for managing and reviewing budgets on a monthly basis.

- Responsible for producing donor reports related to the health projects.

- Ensuring synergies in project implementation with other sectors (e.g. WASH, Shelter, FSL, and Protection).

- Providing support with countrywide emergency preparedness and prepositioning of supplies if needed.

- Providing emergency response specific support and inputting to the recruitment process for health emergency response project staff in Gaza.

- Managing Health teams in complex humanitarian environments, assessing the needs for capacity building of related staff and coordinating with relevant sector Technical Specialists and other sectors like MEAL, Safeguarding, HR in close coordination with the Deputy Area Manager in Gaza.

- Acting as Focal Point to local partners and supervision of their implementing activities within CARE projects in Health in the geographic area of intervention (Gaza)

Job Responsibility 3: Program Quality (10%)

 - Ensuring key learning of the response implementation is provided to Deputy Area Manager and Sector Specialists for incorporation in emergency response and staff development processes.

- In close collaboration with the M&E Coordinator/Manager, ensure the development of quality control and monitoring/evaluation standards for emergency response

- Compliance and adherence to CARE policies, guidance and procedures

Job Responsibility 4: Representation and Coordination. (15%)

- Representing CARE in relevant forums/Clusters, including in meetings with local authorities and donors at area level related to emergency response under close coordination with the Deputy Area Manager for Gaza.

- Responsible for representing CARE at the coordination mechanism for emergency response and acting as the CARE focal point for Response Mechanisms under the health sector.

- Responsible for context analysis and development of scenarios for potential displacements in relation to the emergency response and sharing this information to relevant stakeholders.

- Actively participating in internal coordination mechanisms to update, share challenges and solutions with regards to health project implementation in area of intervention (Gaza).

Job Responsibility #5: Perform other duties to support M&E team as assigned by supervisor. (5%)

Qualifications & Preferred Skills

Education/Training

Required

- Advanced degree in Public Health, Medicine, Nursing, or a related field, or equivalent combination of education and work experience as a Project Manager.

Desired

- Additional certifications or training in humanitarian health response, project management, or epidemiology.

- Knowledge of global health policies and emergency health interventions.

Experience & Technical Skills

Required

  • Minimum of 3-5 years of experience as a Project Manager and managing health projects in humanitarian settings.
  • Strong understanding of health systems in conflict-affected areas.
  • Experience in SRH, PHC, and emergency response programming.
  • Strong communication skills and ability to manage the team.
  • Proven ability to coordinate with multiple stakeholders, including government and UN agencies.
  • Experience in budget management and donor reporting.
  • Strong analytical, problem-solving, and leadership skills.
  • Fluency in English and Arabic (spoken and written).

Desired

  • - Experience working with local partners and community health structures.
  • - Familiarity with protection, gender, and disability in health programming.
  • - Ability to work in high-pressure environments and adapt to rapidly changing situations.
