Background
Qatar Red Crescent Society (QRCS) is an international humanitarian organization and a member of the Red Cross and Red Crescent Movement. Established in Gaza in January 2008, QRCS has been committed to addressing emergency and humanitarian needs in the region. Through a coordinated and integrated approach, QRCS ensures the effective implementation of emergency response, rehabilitation, and development programs that align with public health standards and humanitarian principles.
Position Overview
The Health Projects Officer (HPO) plays a crucial role in the successful execution of QRCS’s health programs in Gaza. Reporting to the Programs Manager, the HPO is responsible for the planning, implementation, monitoring, and evaluation of health-related projects. The officer ensures that programs are aligned with QRCS policies and are in line with the Red Cross and Red Crescent Federation guidelines, Sphere Standards, and internationally recognized public health protocols.
The HPO will work in close coordination with QRCS internal departments, local health service providers, and international agencies, to deliver high-quality health interventions to the most vulnerable populations. This position requires strong technical expertise, strategic planning, and the ability to manage multiple health initiatives in a challenging humanitarian context.
Key Responsibilities
- Program Planning and Development
- Support the identification, design, and planning of new health projects based on needs assessments and epidemiological data.
- Develop detailed project implementation plans (PIP) and ensure alignment with QRCS strategic objectives and donor priorities.
- Contribute to the drafting of project proposals, including budget preparation, resource planning, and risk assessments.
- Ensure the integration of cross-cutting issues such as gender, inclusion, and sustainability in health projects.
- Project Implementation and Technical Oversight
- Lead the execution and delivery of health projects, ensuring adherence to work plans, budgets, and performance indicators.
- Provide technical guidance on public health interventions, including primary healthcare, maternal and child health, communicable disease control, and emergency medical services.
- Coordinate with QRCS’s logistics, finance, and procurement teams to ensure timely and efficient resource allocation.
- Ensure quality control in project execution, overseeing procurement processes for medical supplies and equipment.
- Facilitate beneficiary engagement, ensuring that local health professionals and community stakeholders and members are involved in project activities to promote ownership and sustainability.
- Monitoring, Evaluation, and Reporting
- Develop and implement project monitoring and evaluation (M&E) frameworks to track progress, measure impact, and inform decision-making, in collaboration with the M&E Officer.
- Collect, analyze, and report health-related data, identifying trends and areas for improvement.
- Prepare comprehensive progress and final reports for QRCS management and donors, ensuring accuracy and timely submission.
- Document best practices, lessons learned, and success stories to improve future programming and knowledge-sharing.
- Coordination, Networking, and Representation
- Represent QRCS in health-related forums, coordination meetings, and technical working groups, including engagements with the Palestinian Red Crescent Society (PRCS), Ministry of Health (MoH), WHO, UN agencies, INGOs, and local NGOs.
- Attending Health and other relevant Cluster meetings, representing QRCS and its work in these meetings, and sharing briefs of meetings outcomes with the Programs Manager and Office Director.
- Establish and maintain strategic partnerships with key stakeholders to enhance collaboration and resource mobilization.
- Advocate for QRCS health priorities and facilitate coordination between various health actors in Gaza to prevent duplication and optimize resources.
- Capacity Building and Knowledge Management
- Identify training needs and organize capacity-building initiatives for local health professionals, QRCS staff, and community health workers.
- Foster a culture of continuous learning and professional development within the team by organizing hands-on training sessions, interactive knowledge-sharing forums, and capacity-building initiatives tailored to evolving health challenges.
- Support the development of health guidelines, standard operating procedures (SOPs), and technical manuals to enhance project implementation quality where applicable.

Qualifications and Requirements
Education:
- Bachelor’s degree in Medicine, Public Health, Nursing, Pharmacy, Biomedical Sciences, or a related field.
- Master’s degree in Public Health (MPH), Health Management, or a related discipline is highly preferred.
Experience:
- Minimum five (5) years of relevant experience in public health, healthcare project management, or humanitarian health interventions.
- Demonstrated experience in designing, implementing, and evaluating health programs in humanitarian or development settings.
- Proven track record in grant proposal writing, donor reporting, and budget management.
- Strong background in emergency medical response, epidemiology, and community-based health interventions.
Skills and Competencies:
- Project Management: Ability to manage multiple health projects effectively and within tight deadlines.
- Technical Expertise: Knowledge of primary healthcare, communicable disease control, and humanitarian health standards.
- Communication: Strong written and verbal communication skills in English and Arabic.
- IT Proficiency: High competency in Microsoft Office Suite, particularly Excel, Word, and PowerPoint. Experience with statistical and data visualization tools is an asset.
- Analytical Thinking: Capacity to interpret health data and provide evidence-based recommendations.
- Networking and Negotiation: Ability to build and sustain partnerships with local, non-governmental, and international stakeholders.
- Adaptability: Ability to work in challenging environments and respond to evolving humanitarian needs.
- Commitment to QRCS Values: Strong understanding of and dedication to QRCS’s mission, principles, and humanitarian ethics.
Work Conditions and Additional Considerations
- This position is based in Gaza Strip, with frequent field visits to all projects’ locations.
- Willingness to work under emergency response conditions, including potential evening or weekend duties when required.
