HR and Admin Coordinator
Job Description
The purpose of the HR and Admin Coordinator is to facilitate high quality HR implementation within NRC West Bank Area Office. The Area Office works throughout the West Bank supporting the people we work. The HR and Admin Coordinator is a critical role, whose primary role is to advise managers and staff and implement quality HR and Admin services for the area office. The role is responsible for recruitment, onboarding/off boarding, L&D, advising on benefits, personnel issues, performance management and managing the admin function amongst other tasks, in close coordination with the NRC Country Office. We are seeking an experienced and motivated HR professional with strong attention to detail, a focus on quality, empathy and self awareness, excellent problem solving skills and a willingness to learn and grow.
Responsibilities
Generic responsibilities
- Implement NRC’s systems and procedures at Area Level
- Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
- Prepare and submit reports and analysis
- Ensure proper filing of all HR and Admin documents
- Support line managers in procedures and require support team trainings
- Management of Area HR and Admin team
- Ensure development and implementation of administrative systems and procedures
- Ensure adherence to NRC policies and the national labour law in all processes and procedures (HR)
- Advice in personnel conflicts/processes when relevant (HR)
- Coordinate staff recruitment and exits, introductions, training, staff benefits schemes etc. (HR)
- Contribute to implementing Safe and Inclusive Programming Minimum Standards across your work area.
Specific responsibilities
- In coordination with Area Office hiring managers, oversee Recruitment procedures in line with NRC policies and procedures.
- Responsible for facilitating onboarding process for newly hired personnel
- Responsible for advising line managers on induction process and following up to ensure proper implementation.
- Accountable for contract management; draft employment contracts for new personnel and managing contract extensions for current NRC staff.
- Responsible for advising staff and following up on the performance management cycle, including goal setting, check-in meetings and end of year appraisals.
- Accountable for preparing area monthly payroll reports, taking account of staff monthly benefits, allowances and deductions, and in coordination with Finance unit, ensuring coordination and communication with the CO.
- Advise and answer queries on HR and Admin-related matters as per internal policies and NRC rules and regulations.
- Manage NRC People (NRC HR system) and be accountable for ensuring that staff data is up to date.
- Accountable for ensuring accuracy and accurate data within the Area Office HR unit
- Ensure staff are oriented and follow applicable leave management policies and procedures.
- Responsible for advising staff on learning and development, planning and implementing impactful L&D strategies for Area Office in line with NRCs L&D policy.
- Respond to audit queries and compile related reports as requested.
- Responsible for ensuring proper staff exit from the Area including exit interviews and clearance.
- Accountable for ensuring the Admin unit follows internal SOPs, responds to requests and issues in a timely manner and consults and liaises as required with relevant internal and external stakeholders.
- Report and liaise with CO on breaches to NRC policies including Code of Conduct breaches, ensuring NRC policies are followed and HR Manager consulted.
- Responsible for implementing and advising on NRC Duty of Care and Staff Care principles, actively following up where required.

Qualifications
Generic professional competencies:
- Experience from working as a HR Coordinator or equivalent in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
Context/ Specific skills, knowledge and experience:
- Minimum 5 years of experience working in HR
- Significant experience advising or supporting change management processes
- Knowledge of Israeli and Palestinian Labour and Social Security laws
- Proven experience of analysing HR data and report writing, ensuring accurate data
- Documented results related to the position’s responsibilities
- Demonstrated experience in managing and implementing duty of care and staff care policies and initiatives
- Demonstrated ability to communicate effectively with peers and colleagues
- Demonstrated ability to build trust
- Demonstrated ability in managing performance and development to optimise results
- Empowering and building trust
- Knowledge about own leadership skills/profile, ability to be able to self-reflect
- Fluency in Arabic, both written and verbal
