HR Specialist
Chemonics International is seeking a Human Resources Specialist to work with the USAID-funded Building Regional Economic Bridges (BREB) activity.
We are looking for a dynamic individual with a passion for making a difference in the lives of people around the world.
The Human Resources Specialist will contribute to the implementation of HR policies and procedures under the supervision of the Senior Compliance, Finance, and Operations Director or his designee.
Specific Functions and Responsibilities of the Human Resources Specialist:
- Ensure that HR policies and procedures are implemented in compliance with Chemonics, USAID, Mission Order 21, and local labor law regulations and best practices
- Support the Senior Compliance, Finance and Operations Director in the recruitment of short-term and long-term staff in consultation with technical and operations teams, including but not limited to, creating job descriptions and interview questions, shortlisting and pre-screening candidates as well as conducting reference checks, completing documentation, negotiating employment offers, and initiating vetting requirements as appropriate
- Ensure accurate and timely timesheet submissions and ensure all staff are trained on, and are familiar with, timesheet procedures and policies
- Ensure personnel and recruitment files are maintained according to Chemonics policies and procedures and in a manner that ensures confidentiality
- Ensure that candidate selection process is in accordance with Chemonics’ policies and procedures with a focus on transparency, fairness, and recruitment on the basis of merit
- Manage the leave, attendance, and health claims contract as per Chemonics policies
- Manage staff onboarding processes including orientation, which will include adequate training regarding the Project and relevant Chemonics’ policies and procedures
- Prepare all new and revised staff contracts, offer letters, salary worksheets, biodata worksheets, and advise the hiring managers on proposed salary scales for each position
- Maintain confidentiality of all HR decisions, issues, and records

Basic Qualifications:
- Bachelor’s degree in relevant field or equivalent work experience required.
- At least 6 years of relevant work experience in a human resources and/or operations position preferably on donor-funded projects
- Demonstrated versatility, integrity, and confidentiality.
- Strong attention to detail, high degree of accuracy, and thoroughness
- Excellent interpersonal, diplomacy, and communications skills
- Ability to communicate well in English and Arabic
