:JOB DIMENSIONS

Management Scope: Senior Management

Superior in Rank: President/CEO

Direct Subordinates: TBD 

Indirect Subordinates: administrative staff

POSITION PURPOSE:   

The PCRF is one of the most active and well-respected medical and humanitarian relief organizations working in the Middle East, with over twenty years of providing care and support for thousands of sick and injured children.  A Human Resource Director will report to the CEO and provide expert Human Resources and Labor Relations consulting and training in all areas of Human Resources including Human Resource Planning, Staffing and Retention, communications, policies, management development, compensation and benefits, legislation and compliance, labor relations, productivity and morale/motivation. 

PRINCIPLE ACCOUNTABILITIES

  • Strategic Human Resource and Career Planning & Development - Works with the CEO to complete the Human Resources portion of the Budget & Plans.
  • Maintains the PCRF Employee Handbook
  • Updates and orients staff on the Code of Conduct policies 
  • Staffing and Retention: 
  • Works with the CEO to ensure that the PCRF is staffed to meet short and long-term objectives.
  • Develops and maintains updated job descriptions for all positions, and manages the hiring process of all positions as well.
  • Monitors progress during probation period for all new hires in conjunction with appropriate department heads.

Performance Evaluation and Performance Management 

  • Develops performance evaluations and trains supervisors to conduct productive performance evaluations.  
  • Oversees the annual employee review process to ensure fairness and objectivity. Monitors program to ensure that it is followed.

 

  • Compensation Policies & Programs  
  • Develops, implements, communicates and monitors any Compensation Programs.
  • Develops and continues to monitor a Grade and Pay Scale system for all positions.
  • Payroll Compensation & Benefits Administration - Ensures that all personnel compensation and benefits are effectively administered.  

 

  • Benefits Policies & Program – Develops, implements, communicates and monitors all Benefits Programs  

 

  • Human Resources Training & Development - Ensures that each personnel member has the skills, knowledge, training and tools necessary to carry out his/her duties.
  • Developing and executing training manuals and programs for behavioral and technical training.
  • Develops plans, arranges and conducts training for personnel to ensure high levels of productivity.

Labor & taxation law compliance -- Ensures that all personnel are trained on and correctly implement all applicable Labor & taxation laws.  Monitors implementation to ensure compliance.

  • Manages all paperwork and documentation that relates to Human Resources 
  • Conducts Exit Interviews with all departing Employees.
  • Insures all Employee files are complete and monitored on a quarterly basis.

Education:  Preferably Business or Human Resources University Degree or equivalent work experience.

Communications:  Fluent in Arabic and with a good command of English.

Knowledge and experience:

Minimum of 5 years Human Resources Experience at management level (2 years with 25 or more staff)

Knowledge of and experience with recruitment & selection, compensation (including incentives), employee benefits, Human Resource Planning/career development, training, preventative labor relations, employee policies & practices (including labor laws), conflict resolution.

  • Fully computer literate

Experience working in a non-profit organization is a plus.

  • Knowledge of the local and surrounding labor laws
