Capacity Building in Human Resource skills for SAACB staff
Background
The objective of the project is to provide institutional development and capacity-building. The project is working with the bureau to move towards full INTOSAI compliance, so that SAACB can become a core institution of public financial management within the Palestinian National Authority. This objective has acquired an added emphasis for the SAACB with the recently won INTOSAI membership
To emerge as an institution with quality perspectives and build good will across the public finance institutions in Palestine SAACB has to upgrade the skills of the staff within and without the audit bureau. These skills inculcated in the staff will build the morale of the employees and build the image of the institution. The resulting enhanced inter personal skills of the staff can bring about better cooperation, understanding and facilitate smooth conduct cost effective audits. In short HR capital will be upgraded.
Description of the Role
Specific Objectives of the Assignment
Interpersonal skills of the staff in SAACB will sought to be improved upon through the principles of behavioural theory and real life examples seen in everyday life in SoP. Real life examples in everyday life of SoP will be culture specific and appeal to the trainees. These examples will reinforce the principles of behavioural theory. The HR skills sought to be improved upon will include communication skills ( oral and written) , presentation skills, negotiation skills, time management, positive thinking, team building etc. These skills will stand in good stead the auditors and administrative staff. Even the supervisory staff can benefit by imbibing these skills.
Specific Deliverables of the Assignment
The expert will transfer skills to three groups of staff in the SAACB. Each group will be exposed to this training for Five days each and the agenda of the coaching classes would be as under:
Group A : 8 members of staff :5 days in all for coaching on communication skills , team building, time management, positive thinking and negotiation skills
Group B : 8 members of staff :5 days in all for coaching on communication skills , team building, time management, positive thinking and negotiation skills
Group C : 1O members of staff : 5 days in all for coaching on presentation skills, facilitation skills, negotiation skills.
In all 26 members of staff would benefit from this coaching spread over 15 days. Nominations for the coaching classes would include both auditors and administrative staff.

The proposed services relate to Activities 1.1 to 1.4, 1.9, and 2.5 of the Project ToR.

-Good grasp of the interpersonal skills to facilitate improved public sector audit
-Better understanding of human element in day to day transactions to build a cohesive audit bureau
-Enhanced cooperation within the audit teams and with the audited entities
-Quality consciousness for the SAACB institution as a whole

-Enhancement of scarce HR capital within the audit bureau

Qualifications of the Expert
-University level education
-International Certification in HR Management
Experience of the Expert
-International certification In HR Management
-Minimum of 05 years of experience as HR Training Expert
-Minimum of 3years of training experience with any international institution as HR Trainer
Fluency in the Arabic language
