Human Resource Officer
Overview
USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning.
MCGL seeks Human Resource Officer to support the East Jerusalem Hospital Network (EJHN) Project. EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza. The Human Resources Officer will be primarily responsible for all aspects of administration of the staff of the organization and will be a member of the HR team.
Responsibilities
- Provide advice to staff and supervisors on various HR policies
- Review and update HR policies as per local laws and best practices in the international NGO community.
- Support in the recruitment process including review of job descriptions, advertisements, screening of applications, interview and selection process, reference checks and contracting.
- Compile payroll details every month and the changes thereof and liaise with the Finance office
- Ensure effective administration of the performance management processes including appraisals after probation period, performance improvement plan (PIP) mid-year and end of year appraisals
- Coordinate training and development initiatives for staff.
- Assist in the administration of HR Policies, addressing staff grievances and in handling disciplinary issues
- Provide leadership to the health safety and committee and ensure compliance to health and safety requirements
- Coordinate the staff welfare initiatives and all staff events e.g. welfare association, staff recognition award, staff retreats, team building and meetings, wellness activities, HR initiatives
- Responsible for drafting, processing and records of all consultants and staff contracts
- Other duties as assigned

Required Qualifications
- Bachelor’s degree in human resources development. Master’s degree will be preferred
- 5 - 6 years of relevant experience with a strong understanding of recruitment and HR operations
- Proficient in computer applications, with a command of Microsoft Office.
- Supervisory experience highly preferredGood knowledge of labour laws
- Good computer skills particularly use of Human Resources Information systems
- Excellent organizational skills including the ability to handle a variety of assignments simultaneously.
- Possess excellent interpersonal skills, integrity and demonstrated ability to handle professional situations with confidentiality and sensitivity.
- High integrity and a strong sense of confidentiality.
- Fluent in writing and speaking English
