Vacancy Announcement
The Coastal Municipalities Water Utility (CMWU) in Gaza announces the following vacancy as part of the Gaza Emergency Water Project funded by the World Bank.
Position: Human Resources Manager at the CMWU Main Office
Period: 1 Year (can be renewable)
Main Tasks and Responsibilities
1. Participate in, forecast and determine personnel demand of the CMWU.
2. Supervise the preparation and compilation of all job descriptions.
3. Revise on an annual basis the Human Resource Development Plan, containing e.g. results of training needs assessment, training programs, career development etc.
4. Timely organize – employment, transfer and dismissal of employees according to Labor Legislation and orders of the Deputy General Director for Financial and Administrative Affairs. Control allocation and assignment of workers in different departments of the utility
5. Supervise keeping updated the register of all information on staff of, illness, vacations, maternity leave and information related to the staff.
6. Supervise maintenance of record of personnel, distribution of information about present and previous employment of the employees, storage and filling of workbook and maintenance of necessary documentation on personnel and preparation of documentation for rewarding of employees.
7. Systematically assess individual employee ability and capability with the aim of promotion suitable candidates in case of job vacancies in the utility.
8. Together with relevant labor bodies, prepare necessary documentation to assign pensions for employees and their families and submission to social insurance authorities.
9. Supervise organizing time-board record, compilation and execution of the chart of vacations, supervision of labor discipline at the various organizational levels. Provides compilation of record keeping of personnel.
10. Supervise the safe storage of all employee personal files.
11. Supervise maintaining official copies of all CMWU systems and procedures in effect.
12. Supervise compiling and documenting all department-level systems that have a bearing on CMWU as a whole and maintaining updated versions of them, as well as lists for their distribution and approval.
13. Supervise archiving all internal memos and external correspondence. For internal memos, this will require the maintenance of internal distribution lists, for external correspondence issued by CMWU; this will require maintaining lists of approvals required.
14. Supervise archiving all progress reports issued by the various departments to the CMWU director general, reports issued to the General Director and reports issued to the CMWU Board of Directors.
15. Provide the financial department with all information necessary for employee financial remuneration. Such information, which includes overtime, will be properly updated and maintained.
16. Provide the other CMWU departments with information regarding staff when they require such information.
17. Supervise performing all activities that contribute to enhancing the work environment, activities that include regular cleaning of offices and CMWU premises, maintenance of CMWU buildings and premises, provision of stationery and other related requirements (office equipment), securing the CMWU premises and devising staff and CMWU safety plans in cases of all kinds of hazards.
Minimum Qualification, Knowledge, Skills and Abilities Required:
1. B.Sc. or higher education in business administration, with a major in personnel management.
2. Record of service in the field of personnel administration of more than 7 years.
3. Knowledge of public utilities management, and public enterprises.
4. Excellent communication ability with all staff concerned.
5. Computer literate (MS Office) in English and Arabic.
6. Driving license.
7. Ability to communicate in Arabic and English with supporting agencies.
8. Excellent social competence.
Place & Time Work:
Full time at the CMWU Main Office, from 8:00am to 15:30pm, from Sunday to Thursday.
