Tetra Tech ARD, headquartered in Burlington, Vermont (www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for several position on the USAID funded Communities Thrive Program. This project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance. BACKGROUND

ROLES AND RESPONSIBILITIES
The Human Resource Manager will directly report to the Director of Administration and Finance, and in close coordination and collaboration with technical and operations staff, the HR Manager will be responsible for developing Human Resources policies and procedures and assist the Director of Administration and Finance to manage the process of recruiting, hiring, and supporting Palestinian staff on the Communities Thrive Project.
MAIN RESPONSIBILITIES AND TASKS:
-Facilitate Communities Thrive recruitment/hiring process to ensure the hired staff is capable of meeting requirements of respective positions. Negotiate salaries with all candidates for long-term local positions.
-Submit new hire employee package to Home Office (HO). Seek HO approvals relating to salary/title change, etc.
-Responsible to track time and attendance for Communities Thrive staff, ensure that all timesheets are duly signed by the employees and approved by the supervisor.
-Implement and monitor HR policies and follow up on any changes in local legislation.
-Conduct HR orientation for new employees.
-Prepare employment agreements and modification for all Project staff.
-Maintain an appropriate personnel filing system in electronic and hard copy format.
-Manage systems for recruitment and performance evaluation.
-Oversee orientation of new team members.
-Overview and maintain HR database and records.
-Facilitate the training and Human Resources Development needs assessment for the team.
-Ensure transparency and open communication among all staff.
-Oversee Time Management and LOE tracking in coordination with USAID ISLA Finance Department.
-Conduct at least two HR and Personnel Management trainings annually.
-Supervise the Human Resources/ Administrative Assistant.
-Any other assignment assigned by the supervisor.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION:
Bachelor’s Degree in a relevant field, such as human resources, organizational development, business, psychology, or related field.
Master’s degree in HRM is a plus.
WORK EXPERIENCE:
Minimum of 8 years of human resources generalist experience in similar position for NGOs or international organizations.
Sound understanding of contemporary HR policies and practices.
Excellent human relations and problem skills.
SKILLS:
Excellent analytical skills and critical thinking;
Strong communication and interpersonal skills, ability to work with all levels and functions within the company;
Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information;
Must also be able to foster supportive working relationship among all staff;
Strong computer skills. Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, SharePoint, and Word;
LANGUAGES:
Fluent in Arabic, excellent English speaking and writing skills.
GENERAL:
Highly organized individual able to pay close attention to detail.
Ability to work as a member of a team of professionals in a fast-paced and challenging environment.
Willingness and ability to travel, including to remote locations.
