Human Resources Manager -Gaza Improve Livelihoods and Enhance Economic Development (ILEED) Program
Reports to: Directly to Deputy Chief of Party (DCOP), with technical support and oversight of the Global Communities Country People and Culture Director on related HR matters
Location: Based in Gaza
Global Communities is seeking a Human Resources Manager for the USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. ILEED will engage both the demand and supply actors within the conflict affected market system. Programs and activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience.
Position Summary:
Global Communities is seeking a Human Resources Manager, ‘HRM’ for the ILEED Project, based in Gaza. The HRM, will oversee and manage all HR administration, including, but not limited to, talent management, staff engagement, staffing and resourcing, performance appraisal system and management, staff recognition for the whole life of the ILEED project. S/he ensures compliance with USAID regulations as well as Global Communities’ internal policies, National Staff Policy Handbook and local policies. The HRM builds the capacity of all ILEED team members across all offices. S/he provides support and advises the DCOP and ILEED SMT on HR issues. The HRM works closely with the GC, Palestine People and Culture Director, the ILEED Senior Management Team (SMT) and Support Managers to bring efficiency in HR procedures
Responsibilities:
HR Administration
- Ensure personnel and recruitment files are maintained according to the requirement, ensure confidentiality and safety of the data
- Ensure all staff are trained on, and are familiar with, timesheet procedures and
- Maintain accurate timesheet records and ensure all timesheets are submitted on time with the correct approval.
- Responsible for personnel file management, including overseeing the office vacation/leave tracker.
- Provide needed assistance to the GC, Palestine, People and Culture Director regarding the implementation and execution of HR internal regulations, HR Programs and systems, employment policies and procedures.
- Ensure compliance with local laws and regulations relevant to employment, including social security requirements, to maintain legal and ethical standards across all HR operations.
Recruitment and Onboarding
- Facilitate the development of an annual workforce plan aligned with the Annual project Implementation Plan
- Oversee and manage full cycle recruitment process in compliance with GC, Palestine established procedures and regulations including but not limited to collaboration with hiring managers to develop job descriptions and interview questions, posting ads, headhunting, shortlisting and pre-screening candidates as well as reference checks, and negotiating offers of employment for project staff and consultants.
- Review and verify previous work and salary history for accuracy prior to making an offer
- Prepare and provide new employee documents containing GC, Palestine employee handbook, code of conduct ,rules and regulations.
- In consultation with the GC, Palestine People and Culture Director update and create new templates and processes as they relate to the recruitment function
- Train staff on recruitment processes as necessary
- Confirm all new hire paperwork is submitted, and personnel files are complete and compliant with GC policy, local labor laws, and USAID regulations
- Ensure new hires are provided with adequate training regarding the project and relevant GC policies in order to perform the job to the best of their ability and are assimilated into GC culture
- In coordination with the GC, People and Culture Director manage ILEED local benefits enrollment and ensures all inquiries and challenges employees face regarding their insurance are handled on time
Employee Relations
- Ensure all program hiring and personnel management actions and benefits conform to GC’ policies, best practices, USAID rules and regulations, and local labor
- Ensure full compliance with HR policy regarding benefits and ensure that all employees receive and have access to their entitled benefits and information
- Report to ILEED SMT and provide them decision support on a wide variety of Human Resources issues and support them with information, analysis and suggestions for planning and decision making that will foster a positive and highly productive workplace
- Assure that all team members are informed of and follow office rules and procedures as laid out in the Personnel Policy Manual
- Ensure the timely processing of new contract, contract extension, staff transfer, promotions and other changes of status and approvals of the required form.
- Work closely with the GC, Palestine People and Culture Director on communication to staff and labor law compliance and help to ensure a positive and thriving work environment for all staff and bridge management and employee relations by addressing concerns
- Serve as a point of contact for employee inquiries related to HR policies, benefits, and procedures.
- Receives and logs various grievances or complaints from employees; consults with COP/DCOP, GC, Palestine People and Culture Director regarding complex cases and provides recommendations and potential solutions before forwarding complaints to management for review.
Training and Development:
- Follow up with new employees to ensure timely completion of mandatory trainings within the system.
- Act as the point of contact with Employees regarding the Learning Management System.
Performance Management
- Coordinates and follow up with employees to ensure timely completion of their performance evaluations.
- Provide ongoing guidance and support to employees and supervisors regarding performance evaluations, goal setting, and performance improvement plans
- Responsible for coordinating staff training and establishing staff development plans based on staff appraisals and evaluations.

QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in human resources, business administration or a related field
- At least four (7) years of progressively responsible HR experience, including 1 years of USAID project experience
- Familiarity with local employment law , and other relevant laws and regulations are preferred
- Demonstrated commitment to staff development, retention, diversity, equity, and inclusion.
- Excellent communication and interpersonal skills.
- Excellent record-keeping and documentation skills.
- Familiarity with USAID rules and regulations regarding human resources - especially USG FAR .
- Proficiency with Microsoft Office.
- Verbal and written working proficiency in English; Fluency in Arabic is required.
- Ability to work independently with minimal supervision
- Ability to communicate verbally and in writing effectively, prioritize tasks, and meet deadlines consistently. An ability to multitask and work under pressure is desired
- Ability to work professionally and cordially with fellow staff members.
