Program / Department Summary

The Human Resources (HR) department is crucial in managing various aspects of employee relations and organizational well-being. HR department while focusing on proper implementation of HR procedures in the country, it supports compliance with donor regulations as well as Mercy Corps’ internal policies and procedures and updates the National Staff Policy Handbook and local policies. Participates positively in building the capacity of all team members. In summary, the HR department serves as a key facilitator in fostering a productive, inclusive, and compliant workplace.

General Position Summary

The Human Resources Officer is responsible for ensuring Human Resources functions are performed accurately and comprehensively to support the staffing needs. The HR Officer is responsible for ensuring full compliance with Mercy Corps regulations and the local labor law. Additionally, the HR Officer is responsible for analyzing the needs and presenting solutions and recommendations. The HR Officer must take part in the strategic planning for the department by identifying the gaps and setting realistic goals.

Essential Responsibilities

  • Ensure full compliance with the Palestinian local labor law and provide advice when needed.
  • Support the HR team in presenting a strategic plan for the department and setting milestones and SMART goals.
  • Prepare recruitment trackers, dashboards, and any other tools that facilitate the work of the HR department.
  • Ensure all HR activities and properly documented and shared with the relevant teams.
  • Review and process employee timesheets and ensure timely submission and approvals.
  • Responsible for tracking annual leave days, and following up with the employees and their supervisors on leave plans and accruals.
  • Follow up with the employees on the mandatory training programs and ensure full completion on time. Report any delays to the HR department and the relevant supervisor.
  • Draft Internal memos, new policies and procedures, and justification letters, when needed.
  • Participate in providing HR Onboarding for new employees and coordinate with other departments to provide an orientation plan.
  • Work closely with the HR/Admin Assistant and ensure the HR files and documentation of all MC staff are updated and complete.
  • Upload employees’ contracts on HCM and update their data regularly.
  • Generate accurate personnel reports when needed.
  • Update the Organizational chart when needed.
  • Participate in reviewing and editing position descriptions and give recommendations on the needed qualifications to the relevant hiring manager.
  • Post job announcements, prepare job applications and support the shortlisting process.
  • Participate in the interviewing process and evaluation and give solid feedback.
  • Coordinate with the HR/Admin assistant on the reference check process.
  • Assist in the day-to-day upholding of all MC procedures – in particular, National Staff Polices and Recruitment Procedures.
  • Responsible for clearing all departing staff as per MC policy.
  • Follow up on the renewal of employees' and service contractors' agreements.
  • Prepare End of Service calculations and ensure proper handover, per MC policies.
  • Support the HR/Admin Assistant with the health insurance applications and all documentation.
  • Support in preparing the needed letters for ministries, banks, embassies, and others, per the needs of the staff.
  • Follow up with the employees and supervisors on the annual performance cycle, and ensure full completion on time.
  • Assist in preparing salary reconciliations every month and ensure submitting full documentation to the finance team.
  • Work collaboratively with the HR team to identify gaps and come up with creative solutions.
  • Participate in organizing employees’ events and activities.
  • Handle any employees’ disputes in a professional and confidential manner.
  • Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals.
  • Support all other HR activities as directed.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
Accountability To Beneficiaries
  • Mercy Corps team members are expected to support all efforts toward accountability, specifically
    to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Supervisory Responsibility N/A.

Accountability

Reports Directly To: Human Resources Manager.

Works Directly With: All Mercy Corps staff in Jerusalem, Ramallah and Gaza Offices

Knowledge and Experience

  • University degree in administration, Human Resources or relevant experience.
  • A minimum of Five Years’ experience in Human resources
  • Working knowledge of Palestinian Labor Law.
  • Experience in INGOs is preferable.
  • Fluency in written and spoken English.
  • Strong organizational skills.
  • Computer skills are required.
  • Detail-oriented.
  • Strong problem-solving skills.

Living Conditions / Environmental Conditions

The position is based in Ramallah. Frequent visits to the Jerusalem office might be requested.
