Human Resources Officer
The Human Resources Officer will perform administrative support and technical assistance in the delivery of human resources services to employees, supervisors and managers, while handling various administrative and clerical tasks.
Their responsibilities typically include maintaining employee records, assisting with recruitment and on boarding processes, preparing HR documents, and ensuring compliance with labor laws.
The areas of service will include filing, attendance reporting, benefits administration, and audit preparation. S/he will assist in coordinating the development, review and dissemination of CARE Palestine WB/G’s HR policies and procedures, in addition to complementing CO recruitment efforts.
This position will be under the supervision of the Human Resources Senior Officer.
Tasks & Responsibilities
Job Responsibility #1: Personnel & Administrative Activities
- Ensure that personnel files are up to date and staff leave is fully documented and is communicated to staff and supervisors on a regular basis. Staff leave (sick, vacation, and annual) should be maintained.
- Ensure that new files are opened for new hires, volunteers and internships.
- Responsible for recording and updating HR and employee’s database.
- Cooperate with finance & logistics department supporting them with newcomers required information.
- Assist the HR Senior Officer in arranging for new employees to receive a comprehensive orientation to CARE.
- Coordinate the employment contracts renewal and extensions
- Maintain the separation (end-of-employment) procedures and paperwork including entitlements and exit interviews.
- Prepare copies of original contracts / time sheets to auditors as requested and in a timely manner.
Job Responsibility #2: Recruitment Activities
- Submit Online job postings through hiring channels and social media.
- Assist with and coordinate recruitment efforts according to CARE Palestine WB/G s policies and procedures
- Coordinate communication with candidates and schedule interviews.
- Coordinate orientation and training sessions for new employees.
- Support with screening and filtering applicants CVs when required.
Job Responsibility #3: Management of Staff Benefits
- Assist the HR Senior Officer in managing staff benefits, which includes health insurance, workman’s compensation, etc.
- Follow-up on insurance claims with the insurance company as well as communicating updates on transactions related to staff insurance to the Finance Department on monthly as needed.
- Prepare employment and salary letters for employees as per their request
- Assists the HR Senior Officer in preparing HR data reports and calculations on a monthly, quarterly, and annual basis if needed.
Job Responsibility #4: Other Administrative Tasks
- Support and follow-up on visas, flights, hotel reservations for CO visitors as needed
- Obtain travel information and other pertinent information from visitors prior to their visit and prepare invitation letters from the Country Director and forward them to visitors as needed.
- Support HR efforts in organizing all staff events (logistics, agendas, information, etc.)
- Support the CO in organizing staff trainings as required
- Perform other duties as assigned and needed

Job Profile Requirements
- Bachelors in the field of Business or Public Administration or any other related field, or equivalent combination of relevant education and experience.
- Minimum 3 years of relevant working experience in the field of human resources administration
- Excellent computer skills in MS Word, Excel (or other spreadsheets) and word processing.
- Excellent verbal and written skills in Arabic and English.
- Strong communication skills, including cross-cultural work contexts
- Sound personal organizational skills, including excellent time management, ability to meet deadlines, prioritize tasks, and work under pressure.

- Previous experience in working for NGOs / INGOs
