Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation as well as interventions for other national and international donors. With its partners in Belgium and abroad, Enabel is offering solutions to address pressing global challenges: Climate Change, Urbanization, Human Mobility, Peace and Security, Economic and Social Inequality, and Global Citizenship. With 1,900 staff, Enabel manages about 170 projects in 21 countries, in Belgium, Africa and the Middle East.   

Background 

Enabel started the implementation of a new cooperation portfolio for Palestine. This program builds on the one hand on the successes of governmental cooperation over the past decade and on the other hand, also provide a response to the Palestinian and global challenges of this decade. 

Enabel is looking for a Human Rights Officer:

Job description

Under the supervision of the Intervention Manager, you will: 

1. Mainstream the human rights-based approach into Palestine Portfolio and provides advice on programming in relation to HRBA to achieve the portfolio’s planned results. (50%)   

Main Tasks:  

  • Mainstream HRBA in Enabel’s portfolio and interventions.
  • Support the work of the HRBA Circle.
  • Identify best practices, lessons learnt and recommendations to improve HRBA integration.
  • Develop basic user-friendly reference and guidance tools to improve HRBA mainstreaming.
  • Provide operational guidance, inputs, and review impact of project activities related to HRBA.
  • Strengthen Enabel’s relationship with other stakeholders adopting HRBA in development programming.
  • Follow up on the work of the technical committee on Human Rights and Civic Engagement.
  • Conduct HRBA capacity development activities to Enabel’s team and implementing partners.
  • Shares information on HRBA existing tools to facilitate HRBA mainstreaming and application.

2. Contribute to the implementation of the intervention SO2: “Youth protection and Civic Engagement” by following up on the execution, coordination, follow-up, monitoring, and evaluation of activities under Result One of SO2. (35%)

Main tasks:  

  • Provide technical support and follow-up to partnerships concerned with human rights and civic engagement.
  • Facilitate Enabel’s support by different departments (MEAL, Finance, Procurement, Communications) to implementing partners.
  • Contribute to the revision processes to respond to emerging priorities, needs and changing context.
  • Contribute to periodical review for activities and lessons learnt to evaluate progress towards intervention goals and outcomes.
  • Draft reports, briefing and background notes, and other documentation as required.

3. Ensure quality implementation control, monitoring and reporting on activities in the field of Human Rights and Civic Engagement. (15%) 

Main Tasks:  

  • Provide follow-up and advice on the development and updating of operational plans by implementing partners.
  • Provide comprehensive review of progress reports provided by implementing partners.
  • Ensure that capacity of partners is enhanced to implement projects in the most effective and efficient way.

Your profile

Any specialism in the diploma:  

  • Bachelor’s degree in law, human rights, international development, social sciences, or related fields. 

Specific competences or knowledge required: 

  • Minimum 2 years of relevant experience.  
  • Proven experience in the field of mainstreaming Human rights-based approach in projects.  
  • Proven experience in working with an international development agency.  
  • Fluency in oral and written English and Arabic.  
  • Working Experience in project management including design, implementation, monitoring, and evaluation.  

Specific competences or knowledge considered an asset:  

  • Have excellent knowledge of concepts, standards and main debates related to the themes of human rights and civic engagement, gender equality, human rights-based approach, and youth in Palestine. 
  • Proven capacity to train, supervise, and coach people and organizations in the field of Human rights and HRBA mainstreaming.  
  • Have good experience in working with data and research in fields of Human rights and civic engagement.   
  • Have good skills in organizing meetings, workshops, and group discussions.  
  • Familiar with working in multidisciplinary and multicultural teams. 
  • Familiar with management for results.  
  • Able to work and evolve in a changing environment. 
  • Have excellent analytical and writing skills. 
  • Have a strong affinity with and easily use various digital tools and new technologies. 

Languages:  

  • Excellent knowledge of both Arabic and English (in speaking and writing)
