Humanitarian and Emergency Program Manager
Position Details:
- Location of the Position: West Bank

MA’AN Development Center is an independent Palestinian non-profit organization, established in Jerusalem in January 1989. Relying on a human rights-based approach, community partnerships, and active participation, MA’AN works to enhance the resilience, empowerment, and realization of the rights of those most in need, the poor and marginalized groups, and individuals, as well as unleash their latent capacities to enhance their active participation in sustainable development and their abilities to respond to and recover from crises.
Under the supervision of the Programs Director, MA'AN Development Center seeks to hire a skilled Emergency Program Manager to play a key role in managing part of MA'AN's emergency response programs in the Gaza Strip.
Objective:
This position entails planning, implementing, monitoring, reporting, and evaluating emergency projects to ensure effective and timely assistance to affected populations in line with humanitarian principles and organizational standards.
Responsibilities:
The Humanitarian and Emergency Program Manager will be responsible for overseeing all aspects of program planning, implementation, monitoring, and reporting including the following main tasks:
Program Management:
- Enhancing the effectiveness of the emergency program strategy based on a thorough understanding of the protection needs and gaps and the humanitarian intervention framework in the Gaza Strip.
- Coordinate with relevant stakeholders, including donors, local partners, and other national and international humanitarian organizations.
- Developing partnerships with other institutions to extend the impact of MA’AN’s emergency program.
- Provide technical guidance and support to field staff and partners involved in program implementation.
- Supervise the related staff in the field.
- Ensure compliance with donor requirements and organizational policies and procedures.
Implementation:
- Develop detailed project plans and budgets for projects and emergency interventions in Gaza Strip.
- Oversee the timely and effective implementation of activities, ensuring that aid reaches the intended beneficiaries.
- Working with and managing all program staff who are under his/ her supervision.
Coordination:
- Working closely with other programs’ managers at MA’AN and facilitating cross-program collaboration.
- Working with MA’AN programs support teams including finance, procurement, logistics, safeguarding, inclusion and Protection and human resources to ensure seamless program implementation and appropriate compliance management processes.
- Working with the MA’AN M&E department to ensure effective program management.
- Represent the organization in coordination meetings with government agencies, UN agencies/ clusters, and other humanitarian actors.
Monitoring and Evaluation:
- Develop and implement a monitoring and evaluation framework to assess the impact and effectiveness of interventions.
- Supervise the regular field visits conducted by field workers to monitor program activities and provide feedback to the program’s director.
- Compile and analyze program data to track progress against objectives and inform decision-making.
- Monitor the distribution process to ensure fairness, transparency, and accountability.
- Contribute to risk assessments to identify potential threats and challenges to emergency operations and develop and implement risk mitigation strategies to minimize the impact of identified risks.
- Monitoring and tracking ongoing emergency projects and initiatives, including evaluating and reporting to the programs’ director, partners, and donors.
Reporting:
- Prepare timely and accurate reports for donors, senior management, and other stakeholders.
- Ensure that all reporting requirements are met in accordance with donor agreements and organizational standards.
Capacity Building:
- Identify training needs for staff and partners involved in program implementation.
- Develop and deliver training sessions to build the capacity of field staff and partners in emergency response and humanitarian principles.

Education, Essential Experience, Qualifications & Skills:
- BA or MA degree in humanitarian studies, international development, social sciences, disaster management or related field.
- Minimum of 5 years of experience in managing emergency response programs within the humanitarian sector.
- Strong understanding of humanitarian principles, standards, including Sphere standards and guidelines.
- Proven experience in project management, including budgeting, planning, implementation, monitoring, and reporting.
- Excellent project management skills, including planning, coordination, monitoring, and evaluation.
- Excellent interpersonal and communication skills, with the ability to work effectively with diverse teams and stakeholders.

- Fluency in English (written and spoken) is required.
- Previous experience working in Palestine or similar contexts is an asset.
- Proficiency in computer applications, including MS Office and project management software.
- Demonstrated leadership, interpersonal, and communication skills, with the ability to effectively engage with diverse stakeholders, build partnerships, and negotiate solutions.
