TEAM PURPOSE:
To help shape and implement Oxfam’s strategic and operational priorities in the OPTI. To contribute to improved humanitarian programming, policy, partnership and practice in Gaza.
JOB PURPOSE:
To support and facilitate a number of ECHO funded multi-agency programming and policy initiatives which seek to improve context analysis, shared approaches, interventions and collaborative advocacy to address the root causes of suffering in Gaza.

In Gaza, Oxfam has ongoing humanitarian programmes which are scaled up in times of crisis. We work closely with local partners, other INGOs and key actors in the humanitarian aid architecture to deliver high-quality interventions that support vulnerable people in the areas of food security, WASH and protection. We also work with partners and communities to build resilience to crises and to link humanitarian interventions to local and national longer-term development priorities

BUDGET RESPONSIBILITY: up to EURO 1.0 million annually
DIMENSIONS:
-Leadership of a broad spectrum of issues and geographies, with a variety of competences and skills required.
-Management tasks and problems are diverse and complex, involving a significant degree of risk (financial, security and brand / reputation).
-Role as key decision maker/responsible person for the Gaza programme unit. Decision-making is strategic and operational with a high degree of judgement based on specific problem solving experience and a range of external and internal factors.
-Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis in the specific programme unit or policy area to communicate complex information at a simpler level to a wide audience.
-Lead the alignment of programmes with Oxfam corporate priority campaigns and ensure effective harmonisation of planning and management with Oxfam International for programmes under direct responsibility.
-Contributes to planning and implement fundraising plans and ensure proper reporting and accountability to multilateral and bilateral donors for programmes under direct responsibility.
-Draft own and team objectives and agree with line manager. Ensure that objectives contribute to regional, country, and divisional strategy and will involve collaboration with other departments (i.e. Funding, Finance, and Policy).
-In-depth understanding of humanitarian aid architecture, principles and standards.
-Capacity to influence diverse internal/external target audiences with regard to key strategic issues for humanitarian, rehabilitation, development and advocacy programmes in OPTI.
KEY RESPONSIBILITIES:
1-External Coordination and Partnership (Policy and Programme) – 60%
ECHO Group Coordination:
-Lead with coordination of monthly ECHO partners meetings, and common identified activities e.g. inclusive of shared assessments and evaluations
-Work with ECHO implementing agency partners on improved joint preparedness and contingency planning, in addition to ensure multi-sectoral and multi-agency coordination mechanisms in place.
-Provide technical guidance and harmonized approaches in Cash Programming (Cash, Voucher and Cash for work) to ECHO partners, particularly within Food Security shared activities.
-Ensure all initiatives support not duplicate existing coordination structures and that learning is disseminated to wide audience
-Ensure all initiatives are rooted in supporting development of local capacities and develop clear exit strategies
-Represent both ECHO group and Oxfam Gaza Programme, taking part in meetings, conferences and networks with individuals, groups, organizations, local and international NGOs and government, where necessary
-Support the protection referral officer and related initiatives to improve the quality provide leadership to the protection mainstreaming and referral within Oxfam programs and ECHO partners joint activities
-Support to the EWASH Advocacy Task Force in delivery of multiagency advocacy, campaigns and media activities which raise awareness of the water, sanitation and hygiene situation in the occupied Palestinian territory.
Emergency Response
-In the event of an onset emergency, to work within the Oxfam structure (Gaza Operation Team), ECHO group coordination structure and teams, to support appropriate multiagency assessments, daily updates and where required potentially lead a response
-To liaise and coordinate initial assessment activities, joint response planning between ECHO partners
2-Oxfam OPTI humanitarian programming – 10%
-Provide strategic contributions to Oxfam's humanitarian work in Gaza, including strategy development, fundraising, donor liaison and partner coordination;
-Monitor the rapidly changing humanitarian and security context in Gaza, analyse the impacts and opportunities for Oxfam and coordinate internal and external information sharing;
-Contribute to the development and regular updating of the Oxfam OPTI Contingency Plan (CP);
-Represent Oxfam on relevant humanitarian working groups, clusters and coordination mechanisms in Gaza, as well as towards donor agencies in country;
-Oversee the implementation of Oxfam’s Humanitarian Investment Plan in Gaza including
partner capacity building and support
-Effectively support Oxfam’s humanitarian responses with national partners, ensuring adherence to sound financial management and accountability practice;
3-Gaza Programme Delivery – 25%
Strategic Leadership and Programme Management
-Support the Programme Manager to ensure the development and achievement of a high quality humanitarian programme in Gaza consistent with Oxfam’s standards, values and codes.
-Oversee the implementation of Oxfam’s humanitarian MEAL systems in Gaza, working with sector leads to do so.
-Ensure technical / sectoral integration of programmes and integration and team working between programme and support functions across Gaza and the country programme, as appropriate.
-Ensure that any programme activities take the specific needs of women and the most vulnerable into explicit account, including the implementation of the protection referral system across Oxfam’s programmes.
Advocacy, Policy, Media and Representation
-Facilitate effective working relations around communications, policy, programme and advocacy issues and concerns, ensuring a specific Gaza input into policy messaging and program development.
-Engage in networking and representation of the Gaza programme activities, issues and donor relations in appropriate fora and as per guidance from the Gaza Program Manager
-Matrix manage the GAZA EWASH advocacy officer to provide day-to-day support and linkages between Oxfam and EWASH on the ground.
Fundraising, Grant Management and Finance Management
-Ensure that Gaza FS, PH and ATF EWASH components under ECHO grant complies with donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
-Coordinate the FS, PH and ATF EWASH teams in joint planning, proposal development and reporting.
-Ensure that for programme components under direct responsibility, programme plans and budgets are in place, that costs are kept within budgets, and support programme teams providing regular, consistently high quality reports on programme and projects.
-Support the Gaza PM, Gaza HOO and Funding Officer in identifying and developing opportunities for fundraising, identify and prepare grant requests together with the Funding Officer; visits existing and potential projects and partner organizations.
4-Oxfam Gaza Programme wide – 5%
Programme management and leadership
-Contribute to the overall development of longer-term strategy and management of the Programme Work; foster the integration of our work with longer-term strategic relationships in OPTI, including with local partners, Oxfam International, donors, official authorities and other agencies, and be proactive in ensuring that Oxfam develops and maintains a positive profile.
-Member of the Gaza Senior Management Team (SMT+)
SKILLS AND COMPETENCE:
-A Post Graduate Degree in a relevant discipline /or equivalent experience.
-A minimum of 5 years progressively responsible experience in the field of programme management and leadership with an international NGO or equivalent mixed experience from international NGOs, the UN, local NGOs, or similar is required, preferably working on recovery issues within a complex conflict-affected context.
-Experience of management role in rapid onset emergency projects and programmes
-Sound knowledge of humanitarian standards and codes,
-Proven analytical, strategic planning, project design, project cycle and financial management skills;
-Experience of managing and coordinating a consortium or partnership with a wide range of diverse partners
-Proven experience of external representation, networking, building alliances and strategic partnerships , inclusive of ability to influence and liaise effectively with key stakeholders and represent in high profile environments
-Proven experience of working to improve programme quality and the delivery of effective monitoring, evaluation and learning within a large and complex programme.
-Experience of programme planning, and competent use of project management and monitoring and evaluation tools.
-Proven ability to work creatively, innovatively and effectively with limited direct supervision / significant levels of autonomy and make prompt and sound decisions.
-Proven analytical skills and ability to work with others to develop strategy into action and communicating and influencing this to a wider audience.
-Meeting agreed deadlines in a stressful and fast paced environment, will be critical
-Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts
-Good understanding of humanitarian, transition and development issues, especially in fragile states.
-Fluency in written and spoken English and Arabic is essential.
-Proficiency with Microsoft Office applications is required
-Ability and willingness to travel across the programme area (Gaza, West Bank and Israel and Gaza) as per programme needs
