Humanitarian Program Officer
Jerusalem with frequent travel to Gaza Strip
Start date: ASAP
Purpose of the job:
The Humanitarian Program Officer will carry out his/her tasks under the supervision of the Saving Lives Program Lead in OPT/I. For project implementation s/he will supervise the Project Officer based in Gaza and closely coordinate with other project staff including Finance, funding and policy officers assigned to the project.
Main tasks and responsibilities:
Project management (60%):
The Humanitarian Program Officer will oversee the management and implementation of the project: Protecting Lives in Closed Borders: Towards addressing Gazas humanitarian needs. Funded by the Belgian Government.. S/he will:
- Ensure efficient and timely implementation and reporting of the project activities as per the project proposal and agreed action plan, in coordination with implementing partners. In close coordination with the projects team including the finance and funding staff, support in ensuring that narrative and financial reporting is carried out in consistency with the project activities and in compliance to the donors requirements and
Oxfams internal procedures
- Guarantee the accountability to Oxfam humanitarian standards in project implementation
Human resources management (10%)
Manage the human resources assigned to the project (if any) by providing effective leadership and oversight to the project team and ensuring implementation of Oxfams performance management policy and procedures.
Manage relationships with external stakeholders (10%)
In coordination with the Saving Lives Programme Lead and the Gaza Humanitarian Coordinator, programme and funding staff and implementing partners, liaise, network and represent Oxfam, with relevant strategic partners, and external stakeholders including the international humanitarian community where relevant.
Contribute to the development and implementation of Oxfam Saving Lives now and in the future programme strategy (20%)
- When needed, in coordination with the Gaza humanitarian coordinator contribute to Oxfams Contingency Planning (CP) and Early Recovery and Rehabilitation Plan (ERRP) processes, in line with indications and inputs of Oxfams Country Management Team (CMT) in OPT/I;
- Actively participate in relevant Oxfam working groups established particularly under the Saving Lives programme;
- In coordination with the Saving Lives Programme Lead and relevant programme, finance and funding staff, contribute to proposal development processes and fundraising for the Saving Lives Programme in line with Oxfams Country and funding strategies.
-Ensure that the Saving Lives program and relevant projects mainstream gender in line with Oxfams vision and strategy to keep women at the heart of what we do.
Requirements
Essential:
- Advanced university degree related to international development or humanitarian assistance
- Previous working experiences in managing Humanitarian Aid or LRRD projects in the field (at least 3 years)
- Knowledgeable about the Israeli-Palestinian conflict with focus on humanitarian and protection issues
- Good knowledge of humanitarian standards for project implementation (Sphere etc.)
- Experience in livelihood and protection sectors
- Previous working experience in fragile contexts
- Proven previous experiences working with local NGOs as partners
- Experience in designing humanitarian and/or development projects and programmes
- Excellent written and spoken English
- Strong computer literacy with a full knowledge of Ms Office.
Desirable:
- knowledge and previous experience in the country/region
- Written and spoken Arabic is an asset.
- Be able to train the national staff.
- Preferably previous work experience in Cash for Work
- Previous experience with Oxfam
Salary
The employee will be contracted by Oxfam with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range ILS 126,309 189,463 gross per annum, for a 40 hour contract. Salary offered will be subject to funding available and competences.
