ICLA Information Management Technical Officer
Duties and responsibilities
Generic responsibilities :
1-Ensure compliance with NRC policies, guidelines and standards.
2-Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards.
3-ICLA specific technical responsibility for the quality control and monitoring of project activities.
4-Provide specific technical support and capacity building towards project staff in implementing and maintaining ICLA database and related procedures.
5-Provide specific technical analysis and feedback to ICLA PDM & PCs.
6-Assess, promote and document ideas for technical improvement and further program development options.
7-Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
8-Monitor and document the implementation of project activities done by implementing partners and/or contractors .
9-Conduct quality control and provide technical support to implementing partners and/or contactors.
Specific responsibilities :
1-Support and contribute to the development and maintenance of ICLA data management system through design, documentation, implementation and harmonization of standardizes information flow of ICLA M&E activities and reporting.
2-Support with needs assessments, monitoring, evaluation and reporting.
3-Support in developing data collection methodology and tools, including ICLA indicator matrix, and in actual data collection, including outputs/outcomes.
4-Support in data management and development of clear information flow between program and M&E staff.
5-Prepare progress reports, including project reports, logframes, ITT and GORS and disseminate to the relevant programme management.
6-Capacity building and training of programme staff on ICLA database and M&E technical and conceptual areas, as needed.
7-Support the Programme with developing new initiatives.
8-Undertake any other reasonable task assigned by management.

Required qualifications:
1-University degree in information technology and/or social science or other related field.
2-Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
3-Experience with various data entries, systematization and analyses.
4-Excellent computer skills and knowledge of software programs.
5-Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods .
6-Knowledge of Hebrew is an advantage .
