ICT & Development Information Solutions (DIS) Senior Officer- Gaza Improve Livelihoods and Enhance Economic Development (ILEED) Program

Global Communities is seeking an ICT & Development Information Solutions (DIS) Senior Officer for the USAID Activity Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. ILEED will engage both the demand and supply actors within the conflict affected market system. Programs and activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience.

The ICT & DIS Senior Officer will support the Senior MEL Manager with all aspects related IT infrastructure, and M&E and DIS systems. Responsibilities

The ICT & DIS Senior Officer specific responsibilities include, but are not limited to, the following:

• Oversees and manages office IT infrastructure
• Provide support to office staff on general IT issues
• Under the direction of the Senior MEL Manager, or their designee, maintains and analyzes M&E and DIS data collected by project staff and/or local partners.
• Enters all required project activity data into the DIS system, ensuring it is up-to-date and accurate.
• Manage commodity (aid packages) and beneficiary databases and ensure timely data entry. Manage relational database connecting logistical processes (procurement and delivery) to household distributions.
• Establish other databases to support the project and its local NGO partners as needed.
• Supports staff in utilization of Global Communities SharePoint, including ILEED project homepage and document management.
• Maintain records of licenses and upgrade as needed.
• Reviews vendor contracts and coordinates IT purchases (hardware, software, and services) to ensure effective deployment of solutions aligned with user needs.
• Participates in the documentation and implementation of policies and standard operating procedures to ensure effective operation of an organization.
• Liaises with the organization’s HQ IT department as a focal point on all IT related matters.
• Liaises with the organization’s HQ MERL Tech department, along with the MEL officer, as a focal point on all matter relating to programmatic data management.
• Maintain an updated project inventory list.

Qualifications

• Bachelor’s degree in computer science, MIS or any related field
• At least three years of relevant experience
• Good experience in hardware and software systems.
• Good experience in maintaining laptops, printers and copiers functionality and operation.
• Proven experience in database development, management, and SQL
• Proven experience of data collection design and database management. Specifically, experience managing databases in CommCare highly desired.
• A strong attention to detail to ensure the highest levels of data accuracy and quality. 
• Full professional proficiency in spoken and written in both English and Arabic
• Experience managing complex relational databases.
• Experience in data visualization a plus.
• Basic experience in monitoring & evaluation a plus.
